STAFF REPORT
AGENDA SESSION DATE: January 5, 2016
ACTION REQUESTED: Approve Change Order 411 for the Teanaway
Paving Project.
BACKGROUND: Various quantity over -runs and under -runs, when
calculated together, result in a cost over -run total of
$113,172.43.
Primary contributors to the over -run was the
significant amount of Hot Mix Asphalt needed to
pre -level the roadway and achieve the design cross
slope throughout the entire length of the project.
Also significant were quantity over runs in beam
guard rail, posts, non -flared terminals, anchors,
labor and traffic control made necessary when
guardrail sections were added due to previously
unanticipated steep side slope conditions. These
roadway sections were not identified in the original
FHWA topographic survey.
All additional work was performed in accordance
with appropriate design standards and best
engineering practices under the oversight and to the
satisfaction of the County Engineer.
INTERACTION: Public Works
RECOMMENDATION: Motion to approve Change Order #11 for the
Teanaway Paving Project.
HANDLING: Return a copy of the Resolution to Public Works.
Return two copies Change Order 411.

Project Name: Teanaway Paving Project

Justification:
A significant amount of Hot Mix Asphalt was needed to pre -level the roadway and achieve the
design cross slope throughout the entire length of the project. The existing roadway crown was
"rounded" and did not support the design cross-section. The additional amount of hot mix
asphalt re-establishing roadway crown was not anticipated during final engineering plan
preparation.
Quantity over runs in beam guard rail, posts, non -flared terminals, anchors, labor and traffic
control were also experienced when guardrail sections were added, or field adjusted due tosite
conditions not anticipated during final plan preparation.
Cost analysis:
The contractor offered extensions of unit costs on all material over runs, which was deemed
reasonable by Public Works. The unit costs are the same as those submitted by the contractor
in the original bid as awarded by the Board of County Commissioners.

TO APPROVE CHANGE ORDER #11 FOR
THE TEANAWAY PAVING PROJECT
WHEREAS: The Board of County Commissioners authorized road improvements to
Teanaway Road (Resolution 2015-104) in the amount of $3,000,300.00;
and
WHEREAS: Additional Costs are required for Hot Mix Asphalt, guard rail and other
associated items; and
WHEREAS: The Contractor has offered unit price extensions for each; and
WHEREAS: It has been determined that the Change Order Total is $113,172.43; the
Director of Public Works recommends approval of Change Order #11.
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in
the best interest of the public, does hereby approve Change Order #11 for
the Teanaway Paving Project for the amount of $113,172.43.
