LPS 10E TO TI <br />��``'9, KZTTZTAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />Kirk Holmes, Director <br />KITTITAS COUNTY <br />TO: Neil Caulkins, DPA <br />FROM: Douglas D'Hondt, County Engineer, Public Works <br />DATE: February 17, 2011 <br />SUBJECT: Jensen, Lot 18 Flood Claim <br />A portion of the site is considered part of the FEMA designated 100 -year floodplain. The levee <br />breach did not flood the property. No levee is located on the property. Aerial photography <br />proves flooding from the river remained within the designated floodplain during the January 07, <br />2009 event. The area outside the designated floodplain was not impacted during this event. <br />Water from the levee breach traveled Quail Valley Road and its ditches. A driveway access <br />was eroded by these waters. The culvert remained in place. The County repaired the access <br />approach during the road repair contract. Photos from the surrounding area indicate flooding <br />remains within the designated floodplain. No other evidence of property damage was observed. <br />This property is not developed. <br />No record of a Kittitas County flood management system on the Teanaway River was found. <br />The only known levees are found immediately upstream of SR 970 on the right bank and at the <br />left bank located near the end of Quail Valley Road. <br />Kittitas County does not retain ownership of the levees and never have. Kittitas County worked <br />with the US Army Corps of Engineers after the January 2009 flood event to reconstruct the one <br />levee for protection of Quail Valley and Lambert Roads. <br />USACE planned to finish the levee reconstruction summer 2011.
