TU <br />`° KZTTZTAB COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />Kirk Holmes, Director <br />KITTITAS COUNTY <br />TO: Neil Caulkins, DPA <br />FROM: Douglas D'Hondt, County Engineer, Public Works <br />DATE: February 17, 2011 <br />SUBJECT: Jensen, Lambert Road Flood Claim <br />A portion of this site is considered part of the Teanaway River FEMA designated 100 -year <br />floodplain. The remainder of the site lies within the 500 -year FEMA designated floodway. The <br />site is designated by FEMA as Zone B which indicates the site may still experience flooding at <br />depths less than one foot. Floodwaters enter the site overland from the northwest as indicated <br />on the attached aerial photos from January 09, 2009 and January 18, 2011. On-site structures <br />were constructed away from the Teanaway River 100 -year designated floodway and floodplain. <br />No levee is located on the property. Aerial photography from January 09, 2009 indicates water <br />was flowing from the site to the river. <br />Repairs to the property included sump and fitting replacement for a cost of $960. Sump pump <br />existence implies the site is susceptible to water issues. A berm/levee was constructed after the <br />flooding. Was this berm/levee properly permitted? <br />No record of a Kittitas County flood management system on the Teanaway River was found. <br />The only known levees are found immediately upstream of SR 970 on the right bank and at the <br />left bank located near the end of Quail Valley Road. <br />Kittitas County does not retain ownership of the levees and never have.
