"F C,'CADFS... TD eCOT
Fp° °a,, KZTTITAi5i COUNTY
DEPARTMENT OF PUBLIC WORKS
Kirk Holmes, Director
KITTRAS COUNTY
TO: Neil Caulkins, DPA
FROM: Douglas D'Hondt, County Engineer, Public Works
DATE: February 17, 2011
SUBJECT: Eusterbrock Flood Claim
A portion of the site is considered part of the FEMA designated 100 -year floodplain. Portions of
the property were flooded as a result of a levee breach. Aerial photography proves flooding
from the river remained within the designated floodplain during the January 07, 2009 event.
The area outside the designated floodplain was not impacted during this event. Water from the
levee breach north of the site traveled Quail Valley Road and its ditches. A driveway access
was eroded by these waters. The culvert remained in place. The County repaired the access
approach during the road repair contract. No other evidence of property damage was observed.
Surface water flowed from the levee breach into the roadside ditch on Quail Valley Road in front
of the property and around the eastern portion of the property. Aerial photography from January
9, 2009 indicates surface water did not contact the house. Surface water was limited to the
roadside ditch, the area east of the house in the trees and the area designated as 100 -year
flood plain.
No record of a Kittitas County flood management system on the Teanaway River was found.
The only known levees are found immediately upstream of SR 970 on the right bank and at the
left bank located near the end of Quail Valley Road.
Kittitas County does not retain ownership of these levees and never has. Kittitas County
worked with the US Army Corps of Engineers after the January 2009 flood event to reconstruct
the levee near Quail Valley Road for protection of Quail Valley and Lambert Roads.
USACE planned to finish the levee reconstruction summer 2011. KCPW will not complete the
construction until this claim is resolved.
411 North Ruby, Suite 1 TEL (509) 962-7523
Ellensburg, WA 98926 FAX (509) 962-7663
