KITTITAS COUNTY <br />BOARD OF COUNTY COMMISSIONERS <br /> <br />AGENDA STAFF REPORT <br /> <br />AGENDA DATE: October 5, 2010 <br /> <br />ACTION REQUESTED: Request to consider a Special Event application to hold the <br />Climb to Conquer Cancer on Manastash Ridge event on <br />October 10, 2010 <br /> <br /> <br />BACKGROUND: On September 17, 2010 the American Cancer Society submitted a <br />Special Event application to hold the Climb to Conquer Cancer <br />event on Manastash Ridge from 12:00 p.m. to 5:00 p.m. on <br />Sunday October 10, 2010. The applicant claims they were unaware <br />of the changes made to the County Code relating to Special Event <br />permits since their last event took place. Staff has routed their <br />application and information to various County departments for <br />their review and recommendation/comments. <br /> <br />INTERACTION: ACS is requesting a waiver to Kittitas County Code Chapter <br />5.20.20 (Permit Application – Approval – Denial) in which an <br />application must be submitted 60 or more days prior to the day of <br />the event. <br /> <br /> ACS is also requesting a waiver to Kittitas County Code Chapter <br />5.20.100 (Penal Bond – Bond of Indemnity). The applicant states <br />they are a volunteer-based non-profit organization and did not <br />budget for a $5,000 cash or bond for the event. <br /> <br />· The Prosecutor’s office has approved the insurance <br />information. <br />· The Fire Marshal has approved the event, stating there are no <br />life safety/fire code issues that need to be addressed and no <br />additional permit is required from their office. <br />· The Solid Waste department is currently waiting to receive a <br />recycling plan from the applicant before they will recommend <br />approving it. <br />· The Sheriff has indicated there is no need for security for the <br />event and that past events have not been any problem <br />however, they did request written verification on what EMS <br />personnel will be available. (ACS has since provided a list <br />naming specific EMS personnel who will be available at the <br />event). <br />· The Public Works Department indicated they have no <br />problems with the application. <br />· At the time of the Staff Report being produced, the Public <br />Health had not submitted their recommendation. <br />
