Kittitas County <br />Juvenile Probation <br /> <br />Agenda Staff Report <br /> <br />AGENDA DATE: <br />2/16/2010 <br /> <br />ACTION REQUESTED: <br />BOCC Chair’s signature to Cascade Recovery Resource Center Agreement to provide CDDA services (July <br />1, 2009 through June 30, 2011. <br /> <br />BACKGROUND: <br />Washington State law offers a Juvenile Court Disposition Alternative for Chemical Dependency. <br />DSHS/JRA allocates and administers funding to Juvenile Courts for the Chemical Dependency Disposition <br />Alternative program. The CDDA program funding is included in the biennial Consolidated Contract <br />administered by JRA through a funding formula developed by JRA in conjunction with the Washington <br />Association of Juvenile Court Administrators (WAJCA). CDDA assessments and treatment must be <br />provided by qualified providers. Cascade Recovery Resource Center - a profit agency, is the designated <br />provider for adolescent treatment services as arranged through an agreement with Alcohol and Drug <br />Dependency Services. Skip Mynar the County’s Alcohol/Drug Coordinator and has provided a letter of <br />support for the provision of these services by Cascade Recovery Resource Center an by this arrangement is <br />able to maximize funding available for those services to include accessing federal Title XIX dollars for <br />certain services and can add to state CDDA funding to extend the services available by using Title XIX <br />match. This is the second biennium Cascade Recovery Resource has contracted with the Juvenile Court to <br />provide qualified services when youth under the jurisdiction of the Juvenile Court qualify and are referred <br />through court process to meet the mandates of the CDDA Program. <br /> <br />INTERACTION: <br />County Coordinator Skip Mynar was contacted and agreed Cascade Recovery Resource Center would <br />continue to benefit the County by providing those services authorized under CDDA Disposition Alternative <br />for Kittitas County. This document has been reviewed and approved as to form by our legal advisor DPA <br />Happold on 1/29/2010. The document is brought before the BOCC for obligation. The administrative <br />responsibility for the Juvenile Division of the Superior Court resides with the Presiding Judge of the <br />Superior Court. Judge Cooper has approved the agreement. The County Auditor’s office will be advised of <br />the agreement. <br /> <br />RECOMMENDATION: <br />Approve the agreement to continue the opportunity for youth qualifying to have CDDA services through this <br />program which is a statutory option for disposition of a juvenile offense. <br /> <br />HANDLING: <br />Please provide both full signed copies to the Probation Services Director <br />upon signature. The signed agreements will be provided to Pam Stoneburg of Cascade Recovery Resource <br />Center for signature. One signed original will be <br />returned to BOCC for processing after a fully signed document is received from Cascade Recovery <br />Resource Center. <br /> <br />LEAD STAFF: <br />Michael Stafford <br />
