Kittitas County
Juvenile Probation

Agenda Staff Report

AGENDA DATE:
2/16/2010

ACTION REQUESTED:
BOCC Chair’s signature to JABG Contract Amendment
No. 0663-98328-04 FFY09 (September 1, 2009 through August 31, 2010.

BACKGROUND:
The Juvenile Accountability Block Grant is federal funding passed
through the States, administered by the Juvenile Rehabilitation Administration for
offender youth interventions by the Juvenile Courts of the State of Washington. This is
an amendment to extend the original agreement into a third, the current year for the dates
noted above. We are providing the amended agreement document for signature of the
Board Chairperson after receiving the Presiding Judge’s signature. This is the tenth year
of this type agreement and the third year of this specific agreement with a total amount of
$40,000.00 having been allocated to the Kittitas County Juvenile Court. The total amount
for this year includes a required match of $1,111.00 which is covered by in kind services and staff salaries
and benefits including administrative time. We were notified by letter received January 14th 2010 that there
was a "misinterpretation" in regards to the total amount of the award for this current year. That
misinterpretation has resulted in this 4th amendment to this agreement reducing the amount of the total
award by $1,200.00 This agreement is identical infocus to the previous years and will provide the funding of
the same program activities asapproved in the previous year. Specifically these are ongoing efforts to
develop and implement restorative justice programs in our community that includes a Summer Work
Crew to provide supervised community restitution opportunities for youth as well as
Healthy Choices Group activities. The third area of focus provides funding for urinalysis
testing to monitor and intervene with youth who are abusing substances.

INTERACTION:
The agreement has been reviewed by the Prosecutor’s office and
approved as to form on 1/29/10 by DPA Happold. The Auditor’s office was advised of the grant.

RECOMMENDATION:
Board authorize the Chair's signature.

HANDLING:
Please provide both full signed copies to the Probation Services Director
upon signature. The signed agreements will be sent to JRA. One signed original will be
returned to BOCC for processing after a fully signed document is received from JRA.

LEAD STAFF:
Michael Stafford
