Resolution Amending Kittitas County Affordable Page 1of 3 <br />Housing Grant Application per RCW 36.22.178 <br />BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION <br />NO. 2010-______ <br /> <br />A Resolution Amending the Kittitas County Homelessness and Affordable Housing <br />Committee’s Grant Application, Guidelines and Instructions for Distribution of SHB <br />2060 “Affordable Housing Surcharge Funds” Pursuant to RCW 36.22.178 <br /> <br />WHEREAS, in 2002 the Washington State Legislature enacted a provision known as <br />the “affordable housing for all surcharge,” by laws first enacted as SHB 2060, Wash. Laws Ch. <br />294 sec. 2, as amended in 2005 by Wash. Laws Ch. 484 sec. 18, and further amended in 2007 <br />by Wash. Laws 427 sec. 1; and <br />WHEREAS, SHB 2060, thereafter codified in RCW 36.22.178, authorized a Ten <br />Dollar surcharge on certain documents recorded with the County Auditor’s office for the <br />purpose of providing funds to operate and maintain low-income housing projects (hereafter <br />“SHB 2060 surcharge funds”); and <br /> <br />WHEREAS, the County’s portion of the SHB 2060 surcharge has been retained and <br />deposited into a fund to be used by the County and its Cities and towns for eligible housing <br />activities described in SHB 2060, as amended, that serve very low-income households with <br />incomes at or below fifty percent of the area median income; <br /> <br />WHEREAS, the portion of the SHB 2060 surcharge funds retained by the County must <br />be allocated to eligible housing activities that serve extremely low and very low-income <br />households in the County and its Cities and Towns according to an Interlocal Agreement <br />consistent with countywide and local housing needs and policies; and <br /> <br />WHEREAS, a funding priority for the SHB 2060 surcharge funds must be given to <br />eligible housing activities that serve extremely low-income households with incomes at or <br />below thirty percent of the area median income; and <br /> <br />WHEREAS, by Resolution No. 2002-61, on June 4, 2002, the Board of Kittitas County <br />Commissioners established separate funds for the deposit and accounting of the Ten Dollar <br />surcharge required to be collected by the County Auditor under SHB 2060, with the first Five <br />Percent (5%) retained by the County Auditor for the collection, administration, and local <br />distribution of the funds, and of the remaining funds, Forty Percent (40%) allocated to the State <br />Treasurer and Sixty Percent (60%) allocated to a County Low Income Housing Fund; and <br /> <br />WHEREAS, by Resolution No. 2008-174, on December 16, 2008, the Board of Kittitas <br />County Commissioners combined the former Affordable Housing Committee (first established <br />in 2007) and the former Homelessness Committee (first established in 2005), to address <br />comprehensively the issues of homelessness and affordable housing; and
