Home My WebLink About2018 Kittitas County ResolutionBOARD OF COUNTY COMMISSIONERS COUNTY OF KITTITAS STATE OF WASHINGTON RESOLUTION NO. 2017-________ A RESOLUTION ADOPTING THE DISTRIBUTION OF THE 2018 HOTEL/MOTEL TAX FUND GRANTS WHEREAS: RCW 39.34.080 and other Washington State law, as amended, authorizes any city to contract with any other city/county to perform any governmental service, activity or undertaking which each contracting city/county is authorized by law to perform; and WHEREAS: the governing bodies of Kittitas County and the cities of Ellensburg, Cle Elum, and Roslyn previously entered into an Interlocal Agreement for the purposes of creating a consolidated lodging tax grant process for special events and projects; and WHEREAS: in accordance with the Interlocal Agreement, Kittitas County solicited applications for the distribution of the 2018 Hotel/Motel tax funds in the form of reimbursable grants for special events and projects throughout Kittitas County; and WHEREAS: in accordance with the Interlocal Agreement, the respective Lodging Tax Advisory Committees (LTACs) or designees of Kittitas County and the cities of Ellensburg, Cle Elum, and Roslyn have reviewed all the applications submitted to Kittitas County; and WHEREAS: in accordance with the Interlocal Agreement, Kittitas County compiled the various participating entity’s scoring and funding recommendations and forwarded them to the combined county-wide LTAC Consolidated Work Group for further review; and WHEREAS: in accordance with the Interlocal Agreement, the combined county-wide LTAC Consolidated Work Group met in an open public meeting November 17, 2017 at the Ellensburg City Hall Council Chambers to receive presentations from applicants that were recommended for funding and deliberated to reach a final funding recommendation which is to be forwarded to each entity’s legislative body for final approval; and WHEREAS: Kittitas County designated $165,000.00 to be available in for grants as part of this process, Ellensburg designated $34,400.00, Cle Elum designated $8,000.00, and Roslyn designated $2,000.00; and WHEREAS: the combined county-wide LTAC Work Group only recommended expending $197,869.00 of the designated funds thereby reducing each participating entities share; and WHEREAS: as a result of the funding recommendation from the county-wide LTAC Work Group, Kittitas County’s designation is reduced to $154,439.00, Ellensburg’s designation is reduced to $34,070.00, Cle Elum’s designation is reduced to $7,488.00, and Roslyn’s designation is reduced to $1,872.00; and WHEREAS: in accordance with the Interlocal Agreement, Kittitas County will provide notice to each successful applicant and will require a contract be agreed to and signed by each successful applicant prior to funding awards being available for reimbursement; and WHEREAS: in accordance with the Interlocal Agreement, Kittitas County will serve as the single reimbursing agency for all successful applicants and will bill each participating municipality’s lodging tax fund for its respective share of any reimbursements awarded and applied for; and WHEREAS: the legislative authorities for Kittitas County and the cities of Ellensburg, Cle Elum, and Roslyn are approving only their respective lodging tax fund grant awards. NOW, THEREFORE BE IT RESOLVED: That Kittitas County hereby awards the 2018 Hotel/Motel Tax fund grants distribution for special events and projects as follows: Hospice Friends – Cruisin’ for Hospice Classic Car Show $475.00 RTown Community – 2018 Arts in Roslyn $1,028.00 Easton Memorial Day Celebration $2,500.00 Suncadia Fund for Community Enhancement – Harvest Festival $5,000.00 Suncadia Fund for Community Enhancement – Art Festival $5,000.00 Suncadia Fund for Community Enhancement – Kite Festival $5,000.00 Kittitas County Chamber of Commerce – Roslyn Mountain Ale Festival $897.00 Plum Crazy Events – Roslyn Canine Festival $8,500.00 Red’s Fly Shop – Red’s Rendezvous $5,000.00 Huffman Farms – Huffman Farms Pumpkin Festival $5,500.00 Kittitas Environmental Education Network – Hard Cider Fest $6,630.00 Western Art Association – National Fine Art Show and Auction $7,580.00 Kittitas Environmental Education Network – 2nd Annual Bird Fest $7,000.00 Junk-tiquen in the Burg – 2018 Fall Vintage Show $2,195.00 Junk-tiquen in the Burg – 2018 Spring Vintage Show $7,500.00 Clymer Museum and Gallery – Promotions $2,000.00 Kittitas County Historical Society – Advertising $13,000.00 Washington State Horse Park – 2018 Marketing $17,512.00 Kittitas Valley Event Center – The Central Washington Chillaxle $10,000.00 Laughing Horse Arts Foundation – Jazz in the Valley $10,000.00 Kittitas County Chamber of Commerce – Tourism Entrepreneurship $21,200.00 Ellensburg Downtown Association – Hoedown in the Downtown, etc. $3,322.00 Spirit of the West Cowboy Gathering $7,600.00 ADOPTED this _______ day of _______________, 2017, at Ellensburg, Washington.
