HomeMy WebLinkAboutKittitas County MOA 2001(1)ContractNo.CountyMEMORANDUMOFAGREEMENTBetweenWASHINGTONSTATEUNIVERSITYCOOPERATIVEEXTENSIONandKITTITASCOUNTYLBackgroundThemissionofWashingtonStateUniversityCooperativeExtension(CE)istohelppeopledevelopleadershipskillsanduseresearch-basedknowledgetoimprovetheireconomicstatusandqualityoflife.Facultymembersandsupportstaffareemployedtoplan,conductandevaluateeducationalprogramsinall39countiesofthestateofWashington.CountiesmaintainclosecoordinationandcooperationwithWSUCEtoprovideconstituentswitheducationalanddevelopmentalprogramstomeettheirneeds.Thisisdonebyprovidinginformation,education,technicalassistanceandlocaldevelopmentprograms.II.PurposeThepurposeofthisagreementistoformalizethelongstandingrelationshipsbetweenWashingtonStateUn¡versityCooperativeExtensionandKittitasCounty.Thisalsocontinuesalongstanding,jointfundingrelationshipforcountyandareaExtensionfacultyanddesignatedsupportstafEItistheintentofthisMemorandumofAgreementtoprovideconstituentsinKittitasCountywitheducationalprogramstoaddressissuesinsuchareasassustainableagricultureandnaturalresources,foodsafetyandquality,and4-Hyouth,familiesandtheircommunities.III.UndertermsofthisMemorandumofAgreement,WashingtonStateUniversityCooperativeExtensionagreesto:A.Recruit,employ,andestablishsalariesforcountylareaExtensionfacultyandanydesignatedWSUsupportstaffforKittitasCounty.EmploymentconcurrencewillbesoughtfromCountyCommissionersbeforeanindividualishiredandassignedtotheCounty. B.AssurethatannualsalaryincreasemonieswillbeavailableforCooperativeExtensionfacultyanddesignatedsupportstaffthatmatchestheaverage,percentageappropriatedforsuchpurposebytheWashingtonStateLegislature.AnnualsalaryadjustmentsforKittitasCountyExtensionfacultywillbebasedonmeritorwhatevercriteriaisestablishedbyWashingtonStateLegislature.C.SupplementthefundsreceivedfromKittitasCountyandpaytotalsalaryandfringebenefitsforeachcountyorareafacultyandanydesignatedstaffmembers.D.SubmittoKittitasCountyatthebeginningofeachmonthamonthlyinvoiceforone-twelfth(1/12)oftheamountappearinginAppendixAofthisagreement.E.ProvidefringebenefitstocountyandareaExtensionfacultyasoutlinedintheWSUFacultyManualandprovidefringebenefitstosupportstaffasoutlinedbytheHigherEducationPersonnelBoard.Annualleaveandsickleavearenotconsideredbenefits.F.Grantannualleave,sickleave,professionalleave,otherleave,andholidaysasoutlinedintheWSUFacultyManualforcounty/areaExtensionfacultyorintheHigherEducationalPersonnelBoardhandbookforjointlyfundedandfullyWSUfundedsupportstaff.G.Payitsproportionalshareofannualleaveand/orsickleave,forcountyandareafacultyordesignatedsupportstaff.H.Providein-serviceeducationforcount/areaExtensionfaculty.I.ProvideKittitasCountytheexpertiseofCooperativeExtensionstatespecialistsofWashingtonStateUniversitytosupportcounty/areaExtensionfacultyinplanningandimplementingeducationalprograms.,IVUndertermsofthisMemorandumofAgreement,.KittitasCountywill:A.PaytheamountagreeduponmonthlytoWashingtonStateUniversityfor:theExtensioneducationservicestoberenderedinKittitasCounty.B.AtthetimeofseparationorretirementofcountyandareaExtensionfacultyordesignatedsupportstaff,paythecounty'sproportionalshareofcostsassociatedwiththeannualleaveearnedwhileonKittitasCounty'sMOA.Alsoatretirementpay25%oftheproportionalshareofsickleaveearnedwhileontheMOA.C.PromptlypaytheinvoicefromWashingtonStateUniversity.Currentmonthinvoicetobebilledbythe106andpayableonthe25*ofthemonth.Monthlyinvoicetobe1/12ofthecontractamount. D.FurnishadequateofEcefacilitiesforfacultyandsupportstaff.E.ProvideanadequateoperatingbudgettocarryoutCooperativeExtensioneducationalprogramsforthepeopleoftheCounty.ThisbudgetwillcoversecretarialandsupportstaffsalariesnotcoveredbythisMemorandumofAgreement,telephone,ofEceequipmentincludingcomputers,teachingandofficesupplies,andtravelcosts.VI.WashingtonStateUniversityandKittitasCountyjointlyagreethat:A.AdditionalprogramsupportstaffpositionsmaybeemployedandfullyfundedbyeitherpartytoassistincarryingoutCooperativeExtensioneducationalprogramsinthëCounty.B.ThisMemorandumofAgreementiseffectiveuponbeingsignedbyappropriaterepresentativesofthetwoorganizations.Itmaybeperiodicallyreviewedandamendedorsupplementedasmaybemutuallyagreeduponinwriting.C.ThisMemorandumofAgreementmaybemodifiedbythepartieswhenmutuallyagreeduponinwriting.ThisAgreementshallcontinueineffectuntilterminatedfollowingmutualdiscussionandagreement.Shouldtheparties,however,beunabletoagreeonthelevelofsupportforExtensionfacultyandjointlyfundedstaffinthefutureyears,eitherpartymayterminatethecontract.WrittennoticeofterminationmustbereceivedbeforeOctober1forterminationeffectiveJanuary1ofthenextyear.APPD:eanandDgtor-DateooperativeÆxtensionChair,/DateCountyCommissioners.Finance-Gffieer/Spensored-Programs-DateDagNordquistInterimDirectorOfficeofGrantandResearchDevelopment
