ACTION REQUESTED: To Sign Resolution to Designate Kittitas County Applicant Agent

BACKGROUND: On January 15, 2016 Kittitas County was included in a Presidential Disaster
Declaration 4249 -DR -WA making federal funds available to assist with the cost of
emergency response and repairs to facilities damaged by the severe storm
event. On March 1, 2016 the Board of County Commissioners signed Resolution
No. 2016-039 to designate Mark Cook as the applicant agent and Kathy Jurgens
as the alternate applicant agent for FEMA 4249 -DR -WA. These representatives
are authorized on behalf of Kittitas County to execute all contracts, certify
completion of projects, request payments and prepare all required documentation
for funding requirements.
Kathy Jurgens has submitted a letter of retirement effective November 30, 2017.
A new alternate applicant agent needs to be designated to execute all contracts,
certify completion of projects, request payments and prepare all required
documentation for funding requirements.
RECOMMENDATION: Public Works requests that the Board of County Commissioners sign a
Resolution to Designate Kittitas County Applicant Agent and Assign New
Alternate Applicant Agent for Presidential Disaster Declaration FEMA 4249 -DR -
WA Severe Storms, Straight-line Winds, Flooding, Landslides, and Mudslides
Event November 12 — 21, 2015.
HANDLING: Return two (2) originals to Public Works. (One copy Public Works, one copy
Washington State Military Department)

ALTERNATE APPLICANT AGENT FOR PRESIDENTIAL DISASTER
DECLARATION FEMA 4249 -DR -WA SEVERE STORMS, STRAIGHT-LINE WINDS,
FLOODING, LANDSLIDES, AND MUDSLIDES EVENT NOVEMBER 12 — 21, 2015
WHEREAS: Resolution No. 2016-036 designated Mark Cook, Public Works Director, as the
Applicant Agent and Kathy Jurgens, Finance System Manger, as the Alternate
Applicant Agent for Presidential Disaster Declaration FEMA 4249 -DR -WA
Severe Storms, Straight-line Winds, Flooding, Landslides, and Mudslides Event
Storm Winter Storm and Flood Event November 12 — 21, 2015; and
WHEREAS: These representatives are authorized on behalf of Kittitas County to execute all
contracts, certify completion of projects, request payments, and prepare all
required documentation for funding requirements; and
WHEREAS: Kathy Jurgens, Finance System Manger is scheduled to retire effective November
30, 2017.
NOW, THEREFORE BE IT RESOLVED that the Board of County Commissioners, in the best
interest of the public, does designate Mark Cook, Public Works Director, as the Applicant Agent
and Lucas Huck, County Engineer, as the Alternate Applicant Agent for Presidential Disaster
Declaration FEMA 4249 -DR -WA Severe Storms, Straight-line Winds, Flooding, Landslides, and
Mudslides Event Storm Winter Storm and Flood Event November 12 — 21, 2015.
