KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />PUBLIC HEARING STAFF REPORT <br />PUBLIC HEARING DATE: September 5, 2017 <br />RECOMMENDATION: Conduct a Public Hearing to consider reducing <br />the posted speed on Carroll Road from 50 <br />MPH to 35 MPH <br />BACKGROUND: Many residents, farmers, and employees for <br />the Kittitas Reclamation District (KRD) have <br />expressed concerns of speeding, noise <br />pollution (exhaust brake use), and unsafe <br />conditions occurring along Carroll Road from <br />Badger Pocket Road to Prater Road. <br />Public Works requested to set a Public Hearing <br />for the BOCC to consider the request for speed <br />reduction along this portion of Carroll Road <br />following multiple letters and the presence <br />displayed by the community at public <br />meetings indicating the desire to reduce the <br />posted speed. <br />Public Works has reviewed the existing <br />roadway conditions, neighboring roadways, <br />and supporting engineering guidelines. The <br />results of these efforts are depicted in the <br />attached Engineer's Report. <br />INTERACTION: Public Works <br />RECOMMENDATION: Retain the current posted speed limit of 50 <br />MPH, post additional warning signs at known <br />crossing locations, deploy signage restricting <br />the use of compression brakes, and re-evaluate <br />the size and placement of the existing advisory <br />speed limit signs in the vicinity of Murray <br />Road. <br />ATTACHMENTS: Engineer's Report; Vicinity Maps; Public <br />Comments <br />LEAD STAFF: Lucas Huck, County Engineer <br />
