West Star Roping Event
Based on application details, it appears that Scott and Jo Repp have addressed all public health requirements for the 2017
event.
The following items have been noted to public health staff following previous events. Applicants should make efforts to
address these issues with signage, logistics and/or education of attendees.
1. Food services have consistently struggled with keeping items cool. Placing food services in a shaded area will help your
food service staff to keep items cool and in compliance with food safety rules.
2. Reports from neighbors following the end of the event state departing trailers are opening wastewater valves (black
and grey water) as they leave the event property, discharging septic waste along the county roads. Please educate
participants to secure all wastewater valves prior to leaving the property until they make use of a legal waste station as is
found on Canyon Road, Ellensburg WA.

SUBJECT: West Star Open Roping Special Event Application
After review of the special event application submitted by Scott and Jo Repp for the Weststar Open Roping
event on Wednesday August 30"', 2017 Kittitas County Public Works recommends approval. It is
indicated in the application that the event will not obstruct, interfere or required the cclosure and free use
of any public road, street, or right- of -way.
Additionally Public Works solicited comments from the City of Ellensburg and received a response
indicating no concerns.

Re: Weststar Best of the Best Roping Event
To Whom It May Concern:
In regard to the above mentioned project, I have the following comments:
• An event permit is required from the Fire Marshal's Office which has been obtained by
the applicant. A site plan indicating parking area, concessions, bathrooms, etc., shall be
provided to this office a minimum of two weeks prior to the event. The applicant needs
to contact this office and schedule an inspection the week prior to the event. At the time
of the inspection, any additional requirements will be noted and completed prior to the
event.
Fire extinguishers shall be located in each vendor unit, at the bleacher area and any
other buildings in which the public will have entry.
The intent of the I FC is to provide a reasonable level of life safety and property protection from
the hazards of fire, explosion or dangerous conditions. If you have further comments or

the Best Open Roping Event.
I will be placing your Event request on the August 1, 2017 Commissioner Agenda for the
Board's consideration. However, I would ask that either you or a member of your committee be
in attendance at the Commissioners Agenda Study Session on Monday July 31, 2017 at
10:30 a.m. in the Commissioners Auditorium (Room 109 — Kittitas County Courthouse) to
