Peterson Phone: (509) 674-4001 Email: kprdpos4@gmail.com Project Title: Teanaway Yakima Rivers Confluence Project Location: Intersection of State Rount 10 and the Confluence of Teanaway and Yakima Rivers. 3 potential sites all within close proximaty are marked as X, Y and Z on Attachment B Teanaway Yakima Rivers Confluence Map. Other sites are possible after consultation with Washington State Fish and Wildlife as welll as other stakeholders. Application Requirements __X__ 1. The project qualifies for lodging tax funds as a capital expenditure of a tourism- related facility owned or operated by a municipality. A park and recreation district is a municipal corporation under  state law.  See RCW 36.69.010 (“Park and recreation districts are  hereby authorized to be formed as municipal corporations for the  purpose of providing leisure time activities and facilities and  recreational facilities, of a nonprofit nature as a public service to  the residents of the geographical areas included within their  boundaries”). __X__ 2. If this application is not from Kittitas County, the municipality’s lodging tax advisory committee (or equivalent) has been informed of the project and endorsed it. Attachment A is the District’s project letter and endorsement. __X__ 3. Lodging tax capital project funds are not being substituted for other funds that are already secured or applied for (if applicable). No other secured or applied for funds are associated with this project. __X__ 4. A completed project budget is included in the application. We have include the District’s project budget. __X__ 5. A detailed 8 ½ X 11 vicinity map that clearly shows the location of the project is included. Attachment B is the Teanaway Yakima Rivers Confluence project map. __X__ 6. As part of its contract for performance, a municipality may require contractors to maintain liability insurance in the amount of $1,000,000 or more and name the municipality as an additional insured on its liability insurance policy. The District is insured by Enduris that matches and/or exceeds this requirement. 1.Project Description: Please describe the project in detail. Indicate the major work to be completed, any milestones that need to be overcome in order for the project to move forward, and include a comparison of existing and proposed conditions. The Teanaway Yakima Rivers Confluence provides safe and lawful access, egress, parking for recreation users of the Yakima River at the Teanaway outfall. Several conditions make for dangerous and deplorable conditions for the public. Lack of adequate off-road parking. No sanitary facilities. Concurrent vehicle, rail, boat, wildlife and foot travel. Many stakeholders: WA DOT, WA Fish and Wildlife, Kittitas County Sheriff, Washington State Patrol, Burlington Northern Railway, private land owners, sport fisherman, rafters and inner tube floaters present many challenges. All milestones are outstanding for this multi-year endeavor: 1)Identifying all the stakeholders. 2)Initial public meetings. 3)Confirm the current site or choose a better alternative. 4)Determine the area requiring purchase. 5)Establish right-of-way required, if any. 6)Refine budget from previous estimated figures in this document. 7)Develop project plan for implementation. Project completion would allow: Safe and sanitary river access. Attract recreational tourists. 1.Kittitas County Tourism Infrastructure Plan: Please explain how the project meets the Goals and Actions in the Kittitas County Tourism Infrastructure Plan as adopted. Also, describe the specific county tourism infrastructure needs the project addresses and how the project directly increases tourism. Explain how the improvements will promote tourism in Kittitas County and indicate specifically how the improvements will directly increase economic activity resulting from tourists. Goal 1- Kittitas County Tourism Infrastructure Plan: Develop integrity of place - enhance Kittitas County’s geographical character by developing and improving the environment, agriculture, recreation, heritage, and culture in distinctive ways to differentiate Kittitas County from other areas and to engender local community pride. This project changes an unsafe and unpleasant experience for residents and tourists alike to a safe and fun experience for all parties while removing arduous burdens on law enforcement agencies. Goal 2 - Kittitas County Tourism Infrastructure Plan: Be market selective - encourage growth in tourism market segments most likely to appreciate, respect, and disseminate information about the distinctive assets. Kittitas County including environmental, agricultural, heritage, and cultural segments that are not as currently well known and frequented as recreational. Every positive experience for the recreational tourist provides a lasting impression on the discerning tourist. Goal 5 - Kittitas County Tourism Infrastructure Plan: Involve the community- base tourism on local Kittitas County community resources to the extent possible, encouraging local small businesses and civic groups to build partnerships to promote and provide a distinctive, honest visitor experience and market Roslyn, Cle Elum, Ellensburg, and other locales effectively. Help businesses develop approaches to tourism that build on the County’s nature, history and culture, including food and drink, famers’ markets, artisans, performance arts, etc. If your tourists are enjoying a safe time they will want to explore other close recreational opportunities. Goal 7 - Kittitas County Tourism Infrastructure Plan: Protect and enhance destination appeal- encourage Kittitas County businesses to sustain natural habitats, heritage sites, aesthetic appeal, and local culture. Prevent degradation by keeping volumes of tourists within maximum acceptable limits. Seek business models that can operate profitably within these limits. Use persuasion, incentives, and legal enforcement as needed. This project has long been support by law enforcement agencies. Goal 11 - Kittitas County Tourism Infrastructure Plan : Interpret interactively - engage visitors and hosts in learning about Kittitas County assets and encourage residents to present the environmental, agricultural, recreational, heritage, and cultural assets of Kittitas County communities, so that tourists gain a richer experience and residents develop pride in their locales. Seeing the way others recreate as tourists on the Yakima River expands the potential Kittitas County experiences. Kittitas County Tourism Infrastructure Plan, part 7: Actions - to implement geotourism potentials - the specific action tasks as well as the specific county tourism infrastructure needs directly associated with the project are: Action 1: Open Space Network/Regional Trail Projects Rivers are water trails.. Many other trails are only accessible by water. Action 2: Natural Areas Access and Interpretation River wildlife viewing and access to photographing areas – including seasonal migration routes, nesting, and foraging areas of birds and animals. How the project directly increases tourism: By providing safe access to legal river access and portage. 3. Real Property: If real property acquisition is a component of the project, please explain. Include any information of property already secured or evidence of the ability to secure the real property. Privately owned real property would have to be purchased and right-of-ways agreement negotiated. 4. Coordination: Please explain how this project has been coordinated with other jurisdictions as well as affected stakeholders. Please include letters of support from stakeholders. Informal talks have been held with the majority of stakeholders. 5. Studies: Please attach any feasibility or other studies that demonstrate linkages between the proposed project and the anticipated tourism impacts. Also please include your operations/maintenance strategy and other plans for long-term project sustainability (how the facility or facilities will be operated and maintained over at least five years following completion). Kittitas County Parks and Recreation Plan. 6. Project Readiness: Please provide a detailed project schedule, including milestones necessary for completion as mentioned in question 1 above. On the schedule, indicate items completed and exactly where in the schedule the project is at this time. Be sure to include expected completion date. We are ready to start, but realistically with all the stakeholders: private, corporate and government agencies we forecast 3-5 years to completion. 7.
