ACTION REQUESTED: Request to set Public Hearing for July 10, 2017 to Consider Extension of Moratorium on
Solar Projects that Qualify as Major Alternative Energy Systems
BACKGROUND: On January 10, 2017, the Kittitas County Board of Commissioners adopted a moratorium in
accordance with RCW 36.70A.390 for solar projects that qualify as “Major Alternative
Energy Systems” as defined by Kittitas County Code. On March 9, 2017, the Board
conducted a public hearing and approved the extension of the moratorium until July 10,
2017. According to RCW 36.70A.390, the moratorium may be effective for up to one year
if a work plan is developed for related studies for providing for such a longer period. The
moratorium may be renewed for a six-month period if a subsequent public hearing is held
and findings of fact are made. Staff is requesting that the Board of Commissioners set a
public hearing for July 10, 2017 at 6:00 p.m. to consider extension of this moratorium.

RECOMMENDATION: Staff recommends that the Board of Commissioners set the public hearing for Monday, July
10, 2017 at 6:00 in the Commissioner’s Auditorium.
