Submit a completed Event Application and materials to the Kittitas County Commissioners Office at least 6o days prior to the event. There are several departments who review the Event Applications and make their determination based upon the application, written plans and documentation that has been provided. Please note that additional permits may be required in addition from individual departments including: the Pyre Marshal, Public Health, Environmental Health, Community Development Services, and the Public Works Department. A $200.00 mrmit fee is to be submitted at the time of application for each event. Applications wiU not be processed uh-ffffie permit fee has been received. 2. Once a special event has been approved by the County Commissioners, the site and facilities may need to be inspected by County officials (including but not be limited to the Fire Marshal, Sheriffs Department, and Public Health Department) up to five days in advance prior to opening to the general public. This is to ensure that you are complying with the stated plans upon which the approval was made. If you fail to comply with those requirements, your permit may be revoked and the event closed. 3. Depending upon the nature and scope of the proposed event, other permits may be required as determined through the application process (liquor license, etc.). Some events may require approval from other agencies or jurisdictions. 4. Permittee covenants and agrees to indemnify, defend and hold harmless the County, its officers, agents and employees from any and all claims actions, damages, liability, cost and expense, including reasonable attorney fees in connection with or occasioned, in whole or in part by any act or omission of Permittee, its officers, agents, employees, customers or licenses, or arising from or out of Permittee's failure to comply with any provision of the Event Permit granted as a result of this application, regardless of whether it is alleged or proven that the acts or omissions of the County, its officers, agents or employees caused or contributed hereto. S. Insurance Requirement: A Certificate of Insurance specifically teaming "Kittitas County" as an additional insured in the minimum amount of $i,000,000_oo per occurrence and a $2,000,000.00 aggregate coverage must be included with the Event Application. The County Prosecutor's office may require a greater amount if it is determined to be necessary for the proposed event. 6. Written statements signed by the applicant and property owner allowing permission to enter the event site for inspections and stating responsibility for the event and compliance with the codes is required as part of the written documentation to be submitted at the time of application. 7. Before applying for an event it is encouraged that you schedule a time to meet with County departments so they may assist with questions you may have prior to submitting your application. A donation for admittance shall also be deemed an admission charge. Admission charge includes any money paid within or without of Kittitas County for any of the kinds of admission charges defined herein so long as the facilities, entertainment, recreation or amusement privilege derived from such admission charge occurs in Kittitas County. The tax imposed shall be collected at the time admission charge is paid by the person seeking admission to any place and shall be reported and remitted by the person receiving the tax to the Treasurer in quarterly installments on or before the last day of the month next succeeding the end of the quarterly period in which the tax is collected or received. Any person conducting or operating any activity for which an admission charge is made shall register with the Auditor. In order to complete the registration process, you will need to register online. It is scheduled for October 7, 2017. Listed below is our trash and recycling plan for the event. Please respond to my email with your approval and I will attach it to the event application. Thanksi Manastash Metric Bike Ride October 7. 2017 Trash and Recvtling Plan for the ride TRASH Trash cans are being provided for us at Mt. Stuart Elementary School, our staging area. They also provide a dumpster. Garbage cans are provided for us at the St. John the Baptist Church in Cie Elum as well. This trash will be taken care of by school and church staff. We will be providing all of our other rest stops along the routes with heavy duty trash bags. These will be hauled back to the school and then to the transfer station once the event has been completed. All rest areas and portable restrooms will be kept clean by the ride volunteers to avoid trash build up. Trash can also be hauled back by the SAG wagon volunteers if needed as well. Volunteers will wear disposable gloves when handling trash and garbage and use the sanitary gel provided at each rest stop location. RECYCLING We encourage and promote recycling at all of our events. The school and church have recycling containers and will take care of these items for us following the event. We will provide the other rest stops locations with boxes and bags for items to be recycled. These items will be hauled back to the school and then to the transfer station and placed in appropriate recycle bins. We will have four SAG wagons out on both routes during the day picking up any litter we see that might have been left by riders. This has never been an issue during our rides but we will be on the lookout for it at all times. If you have any questions or suggestion please contact me. Central Washington University serves as the fiscal agent. Route There will be two routes going on at the same time, a half century and century ride. The half century ride will go from Ellensburg around Thorp and back to Ellensburg. The century ride will go from Ellensburg to Cle Elum and back to Ellensburg. The route will utilize back roads in Kittitas County, Hwy 97 and Hwy 10. Please see the enclosed map and route detail. You may also visit the ride website at littp://www.drier-ridgy. The staging area/event start and finish will be held at Mt. Stuart Elementary School. The route will be marked with Dan. Henry signs on the pavement. Dan Henry signs will be marked with a chalk. RSVP and Volunteer Center has notified and will work with the Washington State DOT office as well as the City of Ellensburg and Cle Elum. All riders will check in at the staging area between 7:30-9:00 am October 7, 2017 at the same location. All riders will be given a numbered bib to wear for identification. The event will conclude at approximately 6:00 p.m. The riders will not be on any major freeways during the event and we do not anticipate any congestion as riders will be spread out during the ride. The only major intersections riders will cross are controlled by stop lights and or stop signs. These are located at Water and University Way in Ellensburg and where 4th Street in South Cle Elum and 1St street in Cle Elum intersect. No roads will need to be closed or traffic diverted for this noncompetitive bike ride. Parking Parking for participants and volunteers will be located at the Mt. Stuart School parking lot. There is adequate and safe off the road parking for volunteers at all of the rest stop locations. Alcohol and Amplification This is a non alcohol event and no amplification of music. Garbage and Recycling Garbage cans will be provided at the staging area and all rest stop areas. All garbage will be picked up and hauled away after the event. Recyclable materials will be recycled. The follow end car will look for and pick up any garbage left by riders on the route immediately following the last rider. Rest Stops Rest stops will be provided for all riders with at least 3 volunteers at each rest stop. The rest stop will have a restroom provided, packaged food and bottled water, first aid and other supplies for the riders. All volunteers will wear gloves when handling food. Hand sanitizer will be available for volunteers and riders at the stops and in the portable potty units. Each rest stop that is located outside will have a 10 foot by 10 foot tent awning covering a table and supplies. All rest stop volunteers will have a cell phone and be in constant contact with event coordinators, SAG wagons and have emergency phone numbers. The rest stops will be located at the following areas: Mt. Stuart School, indoor restroom, outside food and beverage -event start/end Corner of Thorp Cemetery and Watt Canyon Road (private residence) portable potty, food, beverage Elk Heights Gravel Pit, potable potty, food, beverage St. John the Baptist Church, Cle Elum inside restroom, kitchen area, inside food, beverage area Hwy 10, just past the 98 mile marker coming towards Ellensburg (right side of the road in pull off area) portable potty, food, beverage We will obtain permission from the Kittitas County departments and the DOT for the Elk Heights Gravel Pit and Hwy 10 Rest Stops. The other locations have been approved by the owners/managers. Event Support The event director will be out on the routes all day to ensure safety. Two volunteers will be on the route to pick up riders needing assistance. The Recycle Shop will have two bike doctors on the routes continuously throughout the day. There will be an end car to follow the last rider until he/she completes the ride. Another follow truck will tear down rest stops as the ride progresses and make sure garbage is picked up along the route. Participant Safety Safety for the participants and volunteers is our number one priority. We will work with all law enforcement departments, EMS and the Washington State DOT to discuss the route and anticipate any issues a head of time. There will be first aid kits at all rest stops and in the Sag Wagon. All local media will have a press release to announce the event and to look out for bikes on the roadway. Both routes will be well marked with chalk Dan Henry signs on the roadway. Riders will be given the course route map prior to the ride and be aware of any last minute changes. Large orange "Bikes on the Roadway" signs will be placed on hwy 10 to notify cars of riders. Staff and volunteers will be on the route throughout the day to ensure safety. All riders will be assigned a numbered bib to wear for identification for the event. Staff and volunteers will have cell phone numbers and know what to do in the case of an emergency by attending an event training session prior to the event. All participants will fill out a registration form and pay the entry fee. They will abide by the Washington Rules of the Road and wear approved bike helmets. They will read and sign the Acknowledgement of Risk, Hold Harmless Agreement and Rules and Regulation form. Participants 18 years and younger will have a parent or guardian sign the forms for them.
