2017-02-23 MINUTES 1 <br /> <br />COMMISSIONERS’ MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONERS CONFERENCE ROOM <br />ELLENSBURG, WASHINGTON <br /> <br />THURSDAY 9:30 A.M. FEBRUARY 23, 2017 <br /> <br />Board members present: Chairman Paul Jewell and Vice-Chairman <br />Laura Osiadacz. By Phone: Commissioner Obie O’Brien. <br />Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, <br />Public Works Director; Lucas Huck, Engineer; Chris Horner, <br />Deputy Prosecutor. <br />SPECIAL MEETING OTHER BUSINESS BOCC <br />At 9:30 a.m. Chairman Jewell opened a Special Meeting. He stated <br />that he would be addressing a matter being added under Other <br />Business prior to the Board recessing into Executive Session. He <br />explained that this was in order to get Deputy Horner on his way <br />since he wasn’t sitting in on the Executive Session. <br /> <br />Chris Horner, Deputy Prosecutor presented the Board with <br />language for them to consider adding to the County’s Special <br />Event Application. He stated that he has been the Prosecutor <br />reviewing the Certificates of Liability Insurance and wanted the <br />Board to consider requiring a copy of the endorsement along with <br />the Certificate of Liability. He explained that the Certificate <br />of Liability acts as a cover page essentially and to see the <br />actual details they need the endorsements provided as well. He <br />suggested that it should reflect that the applicant is the <br />primary & non-contributory responsible party. <br /> <br />Chairman Jewell stated that it was under the impression that was <br />happening all along. Commissioner Osiadacz agreed. Chairman <br />Jewell & Commissioner Osiadacz explained that they felt it would <br />be in the best interest of the County that the proposed language <br />be added to page 1 and page 10 of the County’s Special Event <br />Application. <br /> <br />Mr. Horner indicated that he would work with Staff to make the <br />changes as presented. <br /> <br />- Mr. Horner left the meeting and Commissioner O’Brien joined <br />by phone. <br /> DRAFT
