2017-02-23 MINUTES 1 COMMISSIONERS’ MINUTES KITTITAS COUNTY, WASHINGTON COMMISSIONERS CONFERENCE ROOM ELLENSBURG, WASHINGTON THURSDAY 9:30 A.M. FEBRUARY 23, 2017 Board members present: Chairman Paul Jewell and Vice-Chairman Laura Osiadacz. By Phone: Commissioner Obie O’Brien. Others: Mandy Buchholz, Deputy Clerk of the Board II; Mark Cook, Public Works Director; Lucas Huck, Engineer; Chris Horner, Deputy Prosecutor. SPECIAL MEETING OTHER BUSINESS BOCC At 9:30 a.m. Chairman Jewell opened a Special Meeting. He stated that he would be addressing a matter being added under Other Business prior to the Board recessing into Executive Session. He explained that this was in order to get Deputy Horner on his way since he wasn’t sitting in on the Executive Session. Chris Horner, Deputy Prosecutor presented the Board with language for them to consider adding to the County’s Special Event Application. He stated that he has been the Prosecutor reviewing the Certificates of Liability Insurance and wanted the Board to consider requiring a copy of the endorsement along with the Certificate of Liability. He explained that the Certificate of Liability acts as a cover page essentially and to see the actual details they need the endorsements provided as well. He suggested that it should reflect that the applicant is the primary & non-contributory responsible party. Chairman Jewell stated that it was under the impression that was happening all along. Commissioner Osiadacz agreed. Chairman Jewell & Commissioner Osiadacz explained that they felt it would be in the best interest of the County that the proposed language be added to page 1 and page 10 of the County’s Special Event Application. Mr. Horner indicated that he would work with Staff to make the changes as presented. - Mr. Horner left the meeting and Commissioner O’Brien joined by phone. DRAFT
