KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: February 21, 2017 <br />ACTION REQUESTED: Set a Public Hearing to Consider a Non -Exclusive <br />Irrigation Franchise with Zac Withers along Denmark <br />Road. <br />BACKGROUND: Public Works received a Franchise Application from <br />Zac Withers to place an irrigation pipe along <br />Denmark Road. <br />The request details the intent to install a four inch <br />pressurized Schedule C Pipe two feet deep along the <br />county ROW. The applicant plans to attach to the <br />Ellensburg Water Co. head gate and deliver water to <br />4361 Denmark Rd per the attached exhibits. <br />Public Works has worked with the applicant to <br />develop a proposal that would satisfy any <br />requirements we may impose and address any other <br />concerns. <br />We now request to set a public hearing to discuss the <br />proposal, present the applicants design documents, <br />and seek direction from the BOCC and how to <br />proceed. <br />INTERACTION: Public Works <br />RECOMMENDATION: Set a public hearing on March 21ST, 2017 at 2pm to <br />consider a Non Exclusive Irrigation Franchise with <br />Zac Withers along Denmark Road. <br />HANDLING: Return signed copy of public hearing notice to Public <br />Works <br />ATTACHMENTS: Public Hearing Notice <br />Road Vacation Application <br />Design Exhibits <br />LEAD STAFF: Lucas Huck <br />County Engineer <br />
