AGENDA DATE: February 7, 2017
ACTION REQUESTED: Place a Sixty (60) Day Moratorium on Major Alternative Energy Facilities
Applications Until a Public Hearing is Conducted Regarding the Issue
BACKGROUND: A recent decision by the Board of County Commissioners denying a solar farm
proposal within the Valley, and additional proposals being made within the Valley
has created concern among the Board. Request is made for a temporary moratorium
upon Major Alternative Energy Facilities since this is an issue that is being
considered within the updating of the County’s Comprehensive Plan and should be
determined by adopted policy regarding large scale alternative energy systems.

RECOMMENDATION: CDS Planning Official recommends to the Board of County Commissioners to
approve the proposed Moratorium until policy is established and adopted by the
Board within its update of the Comprehensive Plan
