KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br /> <br />AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: September 1, 2026 <br /> <br />ACTION REQUESTED: Request to Set a Public Hearing for September 15, <br />2026, at 2:00 pm Local Time to Consider a Lease with <br />Central Washington University for Property Located <br />at the Kittitas County Airport, Bowers Field. <br /> <br /> <br />BACKGROUND: Central Washington University (CWU) has their <br />established flight program at Bowers Field. The <br />building primarily used for housing aircraft is the <br />main hangar located on lot H-21 of the Bowers Field <br />Binding Sit Plan. Through the interlocal agreement a <br />property exchange will occur between the City of <br />Ellensburg, CWU and Kittitas County. CWU will <br />become the owner of the main hangar. A land lease <br />will be required as the County will remain the owner <br />of the land. CWU desires to enter a new land lease for <br />Lot H-21 of Bower Field A new lease has been <br />drafted for consideration. <br /> <br />INTERACTION: Public Works; Prosecuting Attorney’s Office; Central <br />Washington University <br /> <br />RECOMMENDATION: Set a Public Hearing for September 15, 2026, to <br />consider a Lease with Central Washington University <br />for County property located at Bowers Field Airport. <br /> <br />HANDLING: Return one original to Public Works <br /> <br />ATTACHMENTS: Notice of Public Hearing <br /> <br />LEAD STAFF: Josh Fredrickson <br />Public Works Director
