BOARD OF COUNTY COMMISSIONERS <br />COUNTY OF KITTITAS <br />STATE OF WASHINGTON <br /> <br />RESOLUTION <br />NO. 2026-_______ <br /> <br />RESOLUTION TO APPROVE A POLICY FOR DEDICATING DONATIONS FOR THE <br />FRONTIER VILLAGE INTO CAPITAL IMPROVEMENT FUNDS <br /> <br />WHEREAS, Kittitas County currently has fund 309 KVEC Capital Improvements as established by <br />Resolution 2021-135; and <br />WHEREAS, the Kittitas Valley Event Center faces widely aging facilities in need of improvements, <br />repairs, and maintenance; and <br />WHEREAS, the Kittitas Valley Event Center has a facility sponsorship program that directly deposits <br />to the 309 KVEC Capital Improvements fund to be solely used for capital facility projects <br />at the Kittitas Valley Event Center; and <br />WHEREAS, the Kittitas Valley Event Center would like to additionally directly deposit donations <br />gathered for Frontier Village to the 309 KVEC Capital Improvements fund to be solely <br />used for capital facility projects in Frontier Village; and <br />WHEREAS, the Kittitas Valley Event Center would like to include net profits generated through <br />Frontier Village product sales in the deposits to the 309 KVEC Capital Improvements <br />fund to be solely used for capital facility projects in Frontier Village; and <br />WHEREAS, a new fund code is to be established in fund 309-2 (Fair Activity) to track the fund <br />designations as donations are obtained; and <br />WHEREAS, all projects will cost a minimum of $5,000 as Kittitas County has a capitalization limit of <br />$5,000; and <br />WHEREAS, Kittitas County will manage and contract all capital improvements paid for by fund 309 <br />KVEC Capital Improvements; and <br />WHEREAS, Resolution 2023-103 gives the Event Center Director authority to sign on projects up to <br />$50,000; and <br />WHEREAS, the Board of County Commissioners will approve all projects in the amount of $50,000 or <br />more. <br />NOW THEREFORE, BE IT RESOLVED that the Board of County Commissioners of Kittitas County, <br />Washington, hereby approves a policy for dedicating donations and net profits received <br />for Frontier Village to the KVEC Capital Improvement fund and authorizes establishing a <br />new fund code for Frontier Village under Fair Activity. <br /> <br />DATED this __________ day of ____________________, 2026, at Ellensburg, Washington. <br /> <br /> <br /> <br />
