KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br /> <br />2026 AGENDA STAFF REPORT <br /> <br /> <br />AGENDA DATE: April 7, 2026 <br /> <br />ACTION REQUESTED: Request to Approve a Resolution to Authorize the Board of <br />County Commissioners’ Signature on the Real Property <br />Exchange Agreement between Kittitas County, City of <br />Ellensburg and Central Washington University. <br /> <br /> <br />BACKGROUND: In 2024 the Ellensburg Business Development Authority <br />(EBDA) dba CenterFuse merged with the Kittitas County <br />Chamber of Commerce. This allowed for removal of barriers <br />and provide streamlined information sharing and <br />efficiencies for coordination of economic development <br />services countywide. As part of the merger, the EBDA <br />transferred assets, and the City of Ellensburg (City) <br />dissolved the EBDA. <br /> <br />The business incubator building on County Parcel No. <br />955272 was one of the assets transferred to the City. The <br />EBDA had previously obtained a Community Economic <br />Revitalization Board (CERB) loan for construction. The <br />CERB loan was paid off in 2018. The dissolution of the <br />EBDA and transfer of assets created an opportunity for <br />mutually beneficial exchange of real property between the <br />County, City and Central Washington University (CWU). <br /> <br />An interlocal agreement (Resolution 2024-170) was entered <br />into between the City, CWU and the County for the real <br />property exchange. Property includes the transfer of the <br />County owned airport hangar at Bowers Field, located on <br />parcel no. 955337 (Lot H-21); transfer of a parcel at Helena <br />and 18th; and ownership transfer of the business incubator <br />building on Parcel No. 955272. This exchange of real <br />property benefits long-term local and regional public <br />interests of all parties. The interlocal agreement identified <br />each agency’s responsibilities to coordinate on the property <br />transfer. <br /> <br />A Real Property Exchange Agreement has been developed <br />in line with the interlocal to process the property exchange.
