KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5th ROOM 10g <br />Regular Meeting <br />MONDAY 2:30 PM November 24, 2025 <br />Board members present: Chair Laura Osiadacz, and Commissioner <br />Brett Wachsmith. <br />Others: Chad Bala, Jamey Ayling, and Shannon Johnson, Community <br />Development Services, Scott Downs, WDFW,(3) members of the <br />public. <br />At 2:30 pm Chair Osiadacz opened the Community Development <br />Services Study Session. <br />CITIZEN COMMENTS <br />Marge Bransrud, Easton WA, introduced herself at the podium and <br />spoke about the previous Comprehensive Plan process which <br />happened 20 years ago. <br />Paula Thompson, 551 Goodwin Road, introduced herself and stated <br />that she wanted to address a potential conflict of interest for <br />a Planning Commissioner. <br />Kittitas County 2026 Periodic Comprehensive Plan Update Briefing <br />Preliminary Policy Review. <br />CDS Director Chad Bala presented the staff report, and <br />referenced the Kimley-Horn 2026 Periodic Comprehensive Plan <br />Update Briefing Memo dated November 18, 2025, 2025. He gave a <br />high level overview summary of the climate and resiliency <br />element discussions from the previous Planning Commission <br />meeting. Commissioner Wachsmith asked questions about the <br />upcoming joint Planning Commission/BOCC public meeting.
