11/18/2025 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. NOVEMBER 18, 2025 <br /> <br />Board members present: Chairman Laura Osiadacz & Commissioner Brett <br />Wachsmith. Excused: Vice-Chairman Cory Wright <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; and Josh Fredrickson, Public Works Director. <br /> <br />PUBLIC HEARING LEVEL 3 COMMUNICATIONS PUBLIC WORKS <br /> <br />At 2:00 p.m. CHAIRMAN OSIADACZ opened a Public Hearing to consider a <br />Non-Exclusive Franchise for a Telecommunications Facility with Level <br />3 Communications, LLC in Kittitas County. <br /> <br />JOSH FREDRICKSON, PUBLIC WORKS DIRECTOR reviewed a Staff Report on a <br />Non-Exclusive Franchise application for a telecommunications <br />facility with Level 3 Communications, LLC within Kittitas County. He <br />noted the Public Works Department as well as the Prosecutors office <br />reviewed the application and are recommending approval of the <br />proposed Agreement. <br /> <br />THERE BEING NO ONE IN ATTENDANCE REQUESTING TO TESTIFY, THE PUBLIC <br />PORTION OF THE HEARING WAS CLOSED. <br /> <br />FRANCHISE AGREEMENT LEVEL 3 COMMUNICATIONS PUBLIC WORKS <br /> <br />COMMISSIONER WACHSMITH moved to approve a Non-Exclusive Franchise <br />with Level 3 Communications, LLC to Use County Roads, Right-of-Way <br />and Other County Property within Kittitas County. CHAIRMAN OSIADACZ <br />seconded.
