<br />2025-10-23 MINUTES 1 <br /> <br />KITTITAS COUNTY <br />2026 BUDGET MEETING MINUTES <br />SPECIAL MEETING <br />BOCC AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br /> <br />THURSDAY 10:30AM OCTOBER 23, 2025 <br /> <br />Board members present: Commissioner Cory Wright & Commissioner Brett Wachsmith <br />Staff Present: Zack DeHaven, Bryan Elliott, Andrew Yoder, Sue Patterson <br /> Lisa Murray, Josh Fredrickson, Reid Burbank <br />Others: Pat Kelleher <br /> <br /> <br />1. Call to Order: 10:30AM <br />2. Citizen Comments – Pat Kelleher <br />Pat Kelleher states that Recreations need more Capital Projects and is disappointed that <br />Recreation is not funded. <br />3. Request to Approve a Resolution Declaring the County’s Official Intent to Reimburse <br />Capital Expenditures from Proceeds of a Future Borrowing. <br />Commissioner Brett Wachsmith makes a motion to approve Resolution 2025-210. <br />Commissioner Cory Wright seconded the motion and the motion passed. <br /> <br />4. 2026 Preliminary Budget Meeting with Public Works: <br />Zack DeHaven discusses the Special Revenue Funds of Public Works. County Broadband and <br />County Road are the biggest expenses. Josh Fredrickson presents the proposed budget to the <br />Board and provides a fund-level overview. <br /> <br />Airport 101- Mostly Grant funded by FAA and Washington State Department of Transportation. <br />The airport generates revenue through leases, rentals, and state and federal grants. The Public <br />Works Director serves as Airport Manager, supported by staff for maintenance and operations. A <br />property transfer with Central Washington University and the City of Ellensburg is in progress. <br />Grant funding will support design of a new taxilane and create additional hangar lease lots. <br /> <br />County Road Fund 106- Road, Bridges, Snow Plowing and Chip Sealing are among top <br />responsibilities. Not enough grant funding is available as in past years and the focus has been <br />placed on maintenance of existing infrastructure as well as reevaluation of the 6-year plan. Josh <br />Fredrickson explains how they have had to contract out for Striping of the road because it is <br />more cost effective. <br />
