KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS AGENDA STAFF REPORT AGENDA DATE: September 16, 2025 ACTION REQUESTED: Request to Approve a Resolution authorizing the selection of Evergreen Washington Connect, LLC dba Lightcurve for design and build of broadband services associated with grant funding and Authorize the Chair of the Board to execute a Professional Services Agreement for said project. BACKGROUND: Kittitas County adopted Resolution 2023-072 establishing policy standards for broadband infrastructure expansion under the authority of the County. Funding for deployment of broadband services to areas within the County has been made available through the Washington State Broadband Office (WSBO). Federal funding of $11,366,102 was granted to the county through the WSBO ARPA Coronavirus Capital Funds grant. This will expand approximately 170 miles of fiber network to serve areas of the county (Exhibit A). Statement of Work was publicly requested, and Public Works received one submittal for design, build and maintenance of broadband network in the project area. The submittal received is from Evergreen Washington Connect, LLC dba Lightcurve. Reviewing the requirements of the grant and regulations a Professional Services Agreement (PSA) has been prepared. This PSA includes design, construction, operation and maintenance of the broadband network funded under this agreement. The project area includes areas northwest of the City of Ellensburg, East of the City of Kittitas and the area of Holmes. INTERACTION: Public Works; Prosecuting Attorney's Office RECOMMENDATION: Approve and Sign the Resolution authorizing the selection of Evergreen Washington Connect, LLC dba Lightcurve for design and build of broadband services associated with grant funding and Authorize the Chair of the Board to execute a Professional Services Agreement for said project.
