KITTITAS COUNTY <br />SHERIFF'S OFFICE <br />AGENDA STAFF REPORT <br />AGENDA DATE: August 5th, 2025 <br />ACTION REQUESTED: Request to Acknowledge Addendum 1 of the Inmate <br />Telephone Agreement and Chirping Agreement between Kittitas County Sheriff's Office <br />and Consolidated Telecom, Inc. ("CTEL"). <br />BACKGROUND: This agreement is between Kittitas County Sheriffs Office and <br />Consolidated Telecom, Inc ("CTEL") to install and maintain an Inmate Telephone <br />System and inter -related equipment, including a messaging service known as Chirping. <br />This Addendum extends the term of the contract and includes an increased payment per <br />chirp or text message from .01 cent to .02 cents, increases the commission on all remote <br />video visitation revenue from 20% to 30%, increases the commission of tablet revenue <br />from 20% to 30%, and increases the telephone commission from 42% to 65%. <br />INTERACTION: The Kittitas County Prosecuting Attorney's Office has reviewed and <br />approved this agreement. <br />RECOMMENDATION: Request to Acknowledge Addendum 1 of the Inmate <br />Telephone Agreement and Chirping Agreement between Kittitas County Sheriff's Office <br />and Consolidated Telecom, Inc.
