KITTITAS COUNTY <br />SHERIFF'S STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5TH ROOM 109 - ELLENSBURG <br />Regular Meeting <br />WEDNESDAY 1 8:00 AM I Aril 2, 2025 <br />Board members present: Chairman Laura Osiadacz, Vice -Chairman Cory Wright, and Commissioner Brett <br />Wachsmith. <br />Others: Sheriff Myers, Chief Deputy Higashiyama, Nancy Shaff with Sheriff's Office, Josh Frederickson, Cameron <br />Curtis, Reid Burbank with Public Works, and Zack DeHaven, Bryan Elliott with Auditor's Office. <br />Citizen Comments: None <br />Discussion on County Road Diversion Funds: Sheriff Myers briefed the Board on the Sheriff s Office traffic <br />enforcement on county roads and how there were a few years that were paid by Public Works for either capital <br />projects to county road diversions or was to balance the budget. Annually there was around $300,000 and not sure <br />what it was used for last year. Josh mentioned per RCW, we collect and divert road funds within the county. In <br />2021-22 was last time collected because of SAR building. Chairman Osiadacz questions what occurred in 2019, and <br />Josh said we did do a levy shift for water banking. <br />Josh mentioned $8.4M for road fund balance by dropping chip seals, vacancies, and land for county shop. Next year <br />it will take $1-1.5M every year to maintain. <br />Josh mentioned the exchange of lower precinct of property was to go to Sheriff's Office, but we don't own the <br />property per Sheriff, the county does. Sheriff again mentioned in 2023 for the 2022 funds that the county road was <br />the final piece to balance budget. In 2024, we were expecting those funds, what are the boards direction. Zack <br />DeHaven mentioned the general fund did pay for the construction delay, the diversion did stop, and no funds <br />transferred. <br />Sheriff Myers explained what type of traffic enforcement is done and reported to help support and pay for roads and <br />advised he is not looking for a decision but needs to pick up this conversation of the money not shifting over. <br />Commissioner Wright said he would like to incorporate where money goes for the road levy and would like Sheriff <br />to help support. <br />At 8:25 a.m. Request from Chairman Osiadacz to enter Executive Session - RCW 42.30.110(b) To consider the <br />selection of a site or the acquisition of real estate by lease or purchase when public knowledge regarding such <br />consideration would cause a likelihood of increased price. At 9:00 a.m. the Board reconvened out of Executive <br />Session.
