KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: March 18, 2025 <br />ACTION REQUESTED: Request to Approve a Resolution Authorizing Chair <br />Signature on an Interlocal Agreement Between Kittitas <br />County Flood Control Zone District and Ellensburg Water <br />Company. <br />BACKGROUND: Ellensburg Water Company (EWC) had an agreement with <br />D.R. Horton to address canal sedimentation caused by <br />Whiskey Creek floodwaters entering the canal. This <br />agreement is short term, to address flood impacts before the <br />Whiskey Creek Siphon project was constructed and the <br />Bender Road flow restrictor was removed. The agreement <br />between D.R. Horton and Ellensburg Water Company <br />ended. Since the Whiskey Creek siphon project has not yet <br />been constructed and the Bender Road flow restrictor will <br />still be in place, Ellensburg Water Company will likely <br />need to remove Whiskey Creek sediment from their canal. <br />Since Kittitas County Public Works has not yet constructed <br />the siphon, we propose to reimburse the Ellensburg Water <br />Company for their sediment removal cost until March 31, <br />2027, or up until the flow restrictor at the Bender Road <br />culvert is removed, whichever event occurs first. <br />During the January 27, 2025, Public Works Study Session, <br />the Board of County Commissioners directed Public Works <br />staff to develop an interlocal agreement with the Ellensburg <br />Water Company and prepare enabling documentation <br />INTERACTION: Public Works. <br />RECOMMENDATION: Move to Approve a Resolution to Authorize Chair <br />Signature on an Interlocal Agreement Between Kittitas <br />County Flood Control Zone District and Ellensburg Water <br />Company. <br />HANDLING: Return one (1) original to Public Works. <br />ATTACHMENTS: Resolution; Interlocal Agreement <br />LEAD STAFF: Arden Thomas, Water Resource Program Manager. <br />
