KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: January 7, 2025 <br />ACTION REQUESTED: Request to Approve a Resolution to Authorize the Execution of an <br />Interlocal Agreement with the City of Cle Elum to provide contract <br />administration services as Certified Acceptance agency. <br />BACKGROUND: The City of Cle Elum was awarded HSIP funding to complete <br />improvements to a signalized intersection at W. First Street and <br />Hartwig Blvd. The project will include replacing the existing signal <br />heads, and the addition of advanced vehicle detection in the <br />intersection and programming to support a protected left turn phase in <br />the intersection and pedestrian crossings. ADA compliant curb ramps <br />will also be installed as a part of this project. <br />The City of Cle Elum is not a Certified Acceptance agency and <br />cannot administer federal funding without oversight from a CA <br />agency. Kittitas County has acted as a CA agency for the City of Cle <br />Elum several times for recent projects. <br />WSDOT Local Agency Guidelines indicate that non -certified <br />agencies may enter into an agreement with a CA agency to perform <br />contract administration services. Chapter 39.34 RCW authorizes <br />government entities to develop interlocal agreements for such <br />services. <br />INTERACTION: Public Works <br />RECOMMENDATION: Approve a Resolution to Authorize the Execution of an Interlocal <br />Agreement with the City of Cle Elum to provide contract <br />administration services as Certified Acceptance agency. <br />HANDLING: Return one original to Public Works <br />ATTACHMENTS: Resolution; Interlocal Agreement (Exhibit A) <br />LEAD STAFF: Cameron Curtis, County Engineer <br />
