KITTITAS COUNTY DEPARTMENT OF PUBLIC WORKS AGENDA STAFF REPORT AGENDA DATE: December 17, 2024 ACTION REQUESTED: Request to Approve a Resolution to Award $1,878,207 in Surface Transportation Block Grant funding to the City of Ellensburg supporting a Vantage Highway Shared Use Path and to Award $714,414 in Surface Transportation Block Grant funding to the City of Cle Elum supporting First Street and Oaks Avenue Resurfacing. BACKGROUND: Kittitas County Public Works supports the Washington State Department of Transportation (WSDOT) Surface Transportation Block Grant (STBG) program as a County Lead Agency. Public Works put out a call for projects to eligible agencies within Kittitas County for a three-year cycle. Four applications were received, one from the City of Ellensburg, two from the City of Cle Elum, and one from Kittitas County. The City of Ellensburg requested $1,854,600 to support construction of a shared use path on University Way and Vantage Highway between Alder Street and Vista Road. The project will include widening and resurfacing of the existing road, as well as a sidewalk on the north side of the road. The City plans on beginning survey and design in 2025 and construction in 2026. The application proposed a City match of 20% utilizing $440,644 of local funds. However, Public Works recommends increasing the City's funding request by $23,607 which is the remaining balance of the 2027 allocation. The total recommended amount to be awarded to the City of Ellensburg is $1,878,207. The City will still exceed the 13.5% match requirement. The City of Cle Elum requested $714,414 to support the First Street and Oakes Avenue Resurfacing project. This project aims to resurface areas of Cle Elum that were previously disturbed as part of the Downtown Revitalization efforts. The City plans to complete design and begin construction in late 2025 or early 2026. As Lead Agency, the County is responsible for distributing $864,207 per year to qualifying project. There is $299,000 which was borrowed ahead from the previous project call. After awarding these projects, there will be $565,207 left for a call for projects in 2028. INTERACTION: Public Works RECOMMENDATION: Approve the Resolution to Award $1,878,207 in transportation funding to the City of Ellensburg and $714,414 in transportation funding to the City of Cle Elum.
