KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: December 3, 2024 <br />ACTION REQUESTED: Request to Approve & Sign an Amendment to Lease with <br />Chris Pratz for Lot H-36 within the Aeronautical Area of <br />Bowers Field. <br />BACKGROUND: In April of 2023, Chris Pratz entered into an Assignment of <br />Lease for County land located at Bowers Field within the <br />Aeronautical Area. The previous lease was held by Kenneth <br />H. and Leslie H. Lindsay, who entered into a Lease with <br />Kittitas County in October of 2018. Chris Pratz utilizes the <br />property for a private airplane hangar on approximately 0.12 <br />acres of aeronautical area property. <br />Per RCW 36.34.180 the county is required to renegotiate <br />these long-term leases every 5 years. As of November 2023, <br />this lease was up for renegotiation and was not completed. <br />According to Paragraph #3 of the lease "Adjustment of <br />Rental" the County has the right to increase rental rates in <br />accordance with the CPI Index "All Cities -All Items Size <br />Class D Under 50,000". In 2018, this CPI Rate was <br />discontinued by the U.S. Bureau of Labor Statistics and upon <br />discussion with the Prosecuting Attorney's Office a standard <br />rate of eight percent (8%) was approved for rental rate <br />adjustments going forward for the Aeronautical Area. <br />The current lease amount is $0.12 per square foot for said lot, <br />increasing to $0.13 per square foot. <br />INTERACTION: Public Works <br />RECOMMENDATION: Move to Approve Board signature on an Amendment to Lease <br />with Chris Pratz for Lot H-36 within the Aeronautical Area of <br />Bowers Field. <br />HANDLING: Return 1 original to Public Works <br />ATTACHMENTS: Lease Amendment; Original Lease <br />LEAD STAFF: Josh Fredrickson <br />Public Works Director <br />
