09/17/2024 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />TUESDAY 2:00 P.M. SEPTEMBER 17, 2024 <br /> <br />Board members present: Chairman Brett Wachsmith; Vice-Chairman <br />Osiadacz and Commissioner Cory Wright. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Mandy Buchholz, Office <br />Administrator; Patti Stacey, Facilities Director; Stephanie Hartung, <br />Chief Civil Deputy Prosecutor; Jamey Ayling, Planning Manager; and <br />approximately 10 and members of the public. <br /> <br />PUBLIC HEARING RANCH ON SWAUK CREEK PUD CDS <br /> <br />At approximately 2:00 p.m. CHAIRMAN WACHSMITH opened a Public <br />Hearing to consider the Ranch on Swauk Creek Development Agreement <br />to allow a 30-year expiration on the approved Planned Unit <br />Development. The Ranch on Swauk Creek Planned Unit Development is <br />located on the west side of Hwy 97, south of Ranch and Burke Roads <br />in Sections 27, 28, 33, 34, all within Township 20 North, Range 17 <br />East, W.M. Kittitas County. <br /> <br />JAMEY AYLING, PLANNING MANAGER, reviewed a Staff Report on the <br />proposed Development Agreement for Ranch on Swauk Creek PUD. He <br />included general information, site information, environmental <br />review, agency and public comments, Development Agreement review, <br />recommendation and proposed Findings of Fact. He said Staff found <br />that the application was consistent with the Kittitas County <br />Comprehensive Plan, Development Regulations, and Ordinance No. 2006- <br />59. He recommended approval of the proposed Development Agreement, <br />subject to the Findings of Fact and Conclusions. <br /> <br />THOSE PRESENT & TESTIFYING: GENEVIEVE SEDGWICK and KELLEY MEISTER, <br />REPRESENTING THE LAUDERDALE HOMEOWNERS ASSOCIATION, said they’d <br />previously submitted a formal letter during the comment period and <br />described their concerns with 8 lots and the proposed RV park which <br />is to be accessed off Fir Tree Drive, which is a private road, and <br />maintained by their HOA; when do the permits expire; impacts to the <br />Fire Department and how standards and codes of today should be <br />applied. MARVIN KLINE expressed concerns that if RV park was still <br />in the plan, it would require people to drive 1,000 feet onto his <br />property. He also mentioned how the area’s flooded previously and <br />there are different environmental concerns today than 20 years ago. <br />PAT DENEEN said he’s owned the property for about 25 years and <br />provided information including easements; senior water rights; and <br />how they will meet current road and building standards. He said <br />their request was to only extend the time period.
