INVITATION TO BID Ryegrass Biosolids Management Facility Septage Land Application KITTITAS COUNTY SOLID WASTE PROGRAMS Ellensburg, Washington Bidders are invited to submit sealed bids for the land application of septage from the 500,000- gallon septage lagoons located at25900 Vantage Highway, Ellensburg, WA. The work is to be done based on the procedures defined in WAC 173-308 and Biosolids Management Guidelines (DOE, July 2000), the application rate will be established by the Department of Ecology. The Contractor is to perform the following: A. Supply all labor, equipment and supplies needed to pump between 300,000 to 700,000 gallons of septage from the Ryegrass lagoons and apply to permitted fields on site at the Kittitas County Ryegrass Facility. B. Supply all labor, equipment and supplies needed to slurry lime stabilize, pump lagoons, and apply to the permitted fields on site at the Kittitas County Ryegrass Facility to reach the maximum permitted gallons as approved by the Department of Ecology. The Work is anticipated to begin on September 9, 2024, and shall be substantially complete within 30 calendar days of the actual effective date of the Notice to Proceed and completed and ready for final payment within 30 calendar days following achievement of Substantial Completion. Kittitas County will receive sealed bids until 2:00 P.M. on Thursday, August l, 2024, at the Solid Waste Programs Office located at 925 Industrial Way, Ellensburg, Washington 98926. Bids will then and there be opened and, unless obviously non-responsive, read aloud publicly. Bids received after the time of announced opening will not be accepted Kittitas County reserves the right to reject any or all Bids, including without limitation the rights to reject any or all nonconforming, non-responsive, unbalanced or conditional Bids; and to reject the Bid of any BIDDER if Kittitas County believes that it would not be in the best interest of the Project to make an award to that bidder, whether because the Bid is not responsive or the Bidder is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established. Kittitas County also reserves the right to waive all informalities not involving price, time or changes in the Work and to negotiate contract terms with the Successful Bidder.
