2024-06-21 MINUTES 1 <br /> <br />KITTITAS COUNTY <br />FINANCE STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br /> <br />Friday 10:00 AM June 21, 2024 <br /> <br />Board members present: Chairman Laura Osiadacz (Webex), Commissioner Cory Wright <br />Staff Present: Bryan Elliott, Auditor, Brian Carlson, Finance Director, Zack DeHaven, <br />Sue Patterson, Andrew Yoder <br />Others: Anne Leichleiter <br /> <br />1. Call to Order: 10:00 AM <br />2. Citizen Comments - none <br />3. Consideration of Additional Funding, Boys & Girls club of Columbia Basin <br />Mr. Carlson spoke regarding the need for additional funding based on program success and <br />programming expansion in the first-year operation. Ann Leichleiter was present and gave an <br />update highlighting the demand for these services. The club is pursuing funding via 1/10th <br />Mental Health Tax Revenue in addition to grants and private donations to support the current <br />program. This topic will be revisited at the next Finance Study session. <br />4. Budget Amendment- Consideration of $2,500 Additional Appropriation in Support of <br />Patriot Night Concert Event <br />Mr. Carlson discussed the request from Commissioner Wachsmith to raffle to County <br />employees, 50 Patriot Night concert tickets totaling of $2,500, utilizing funds from the Wellness <br />Program. Commissioner Osiadacz and Commissioner Wright both were in support of this <br />request. <br /> <br />5. 2025 Budget Retreat- Review of Agenda and Topic <br />Budget retreat is scheduled for Thursday, June 27, 2024, at 8:30am. Discussion was had on what <br />topics need to be addressed during the retreat. Topics include Revenues, Personnel, Asset <br />Management and Technology. <br /> <br />6. 2025 Budget Policies- Introduction and Summary <br />Target completion date for draft policies is Aug 20, 2024. The target for formal adoption is the <br />end of 2024. The list of budget policy topics includes the controls of Director and Elected <br />Official Autonomy. Personnel, Asset Management, and Fund Balances. <br />
