06/04/24 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />COMMISSIONER’S CONFERENCE ROOM <br />SPECIAL MEETING <br /> <br />TUESDAY 9:00 A.M. JUNE 4, 2024 <br /> <br />Board members present: Chairman Brett Wachsmith, Vice-Chairman Laura <br />Osiadacz, and Commissioner Cory Wright. <br /> <br />Others: Mandy Buchholz, Office Administrator; Jeremy Reynolds, Law <br />Enforcement Systems Administrator; Mark Cook, Public Works Director; <br />Josh Fredrickson, Public Works Director & Joe Poire, County <br />Broadband Consultant. <br /> <br />SPECIAL MEETING TECHNICAL STAFF POSITION COMMISSIONERS <br /> <br />At 9:00 a.m. Chairman Wachsmith opened a Special Meeting to meet to <br />discuss a Technical Staff position in Public Works. <br /> <br />Commissioner Wright stated that this stems from the State not being <br />willing to work with the County Broadband Consultant, and trying to <br />come up with a process that will get a better response from the <br />State, etc. <br /> <br />Director Cook stated this comes down to risk management. There will <br />be lane closures, equipment use, compliance with grant rules, <br />quarterly grant reports, assistance with obtaining right of way <br />permits, and traffic control plans. <br /> <br />The Board questioned what the pay was and the timeline of get this <br />person up and running. Director Cook explained that they need to <br />draft a job description and will work on that between Josh, Joe and <br />Jeanne (HR Director). His best guess is that if benefits are <br />provided the pay/benefit pkg., would be around $120K a year, but <br />they need to find out if we provide benefits. He stated that we <br />would only need funding for the first two years and the project <br />could be between 2 and 4 years, however the last two years we would <br />use grant funding to pay for it would just be general funds for the <br />first two years. Director Cook stated the position needs to have <br />some construction background and will report to the County <br />Construction Manager. <br /> <br />Commissioner Wright suggested using ARPA Funds to pay for the first <br />two years. <br /> <br />Chairman Wachsmith indicated that more would be needed prior to <br />approval and looked forward to seeing the Job Description in the <br />very near future. <br />
