KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: June 4, 2024 <br />ACTION REQUESTED: Request to Approve a Request for Qualifications/Proposals <br />for Lower Kittitas Reach Floodplain Reconnection Project <br />Restoration Engineering, Design, and Permitting Services. <br />BACKGROUND: The Kittitas County Flood Control Zone District has <br />purchased over 400 acres of flood prone property located <br />behind the failing Hansen Pits Levee. These lands were <br />purchased for floodplain management purposes, including <br />flood risk reduction, habitat restoration, and maintaining <br />flood compatible agricultural and open space uses. The <br />U.S. Bureau of Reclamation previously provided donated <br />services to develop conceptual restoration designs. <br />Additional design, hydraulic analysis, and permitting is <br />required to advance the project to final design. Kittitas <br />County Public Works developed a Request for <br />Qualifications / Proposals to solicit for required services. <br />This project is identified in the Flood Control Zone District <br />6-year work program and 2024 annual budget. Funding has <br />been secured from the Salmon Recovery Funding Board <br />and Yakima Basin Integrated Plan. <br />INTERACTION: Public Works. <br />RECOMMENDATION: Approve a Request for Qualifications / Proposals for Lower <br />Kittitas Reach Floodplain Reconnection Project Restoration <br />Engineering, Design, and Permitting Services. <br />HANDLING: Return one original to Public Works. <br />ATTACHMENTS: Notice of Request for Qualifications/Proposals; Request for <br />Qualifications/Proposals. <br />LEAD STAFF: Arden Thomas, Water Resource Manager. <br />
