KITTITAS COUNTY <br />DEPARTMENT OF PUBLIC WORKS <br />AGENDA STAFF REPORT <br />AGENDA DATE: May 7, 2024 <br />ACTION REQUESTED: Request to Set a Public Hearing for June 4, 2024, at 2:00 pm to <br />consider an Irrigation Franchise with Adam Jensen along Upper <br />Badger Pocket Road and WPA Road. <br />BACKGROUND: Kittitas County Public Works received a Franchise Application for <br />private irrigation facilities to be placed within the County rights - <br />of -way. The franchise application is requesting to provide for the <br />placement of a pipe under Upper Badger Pocket Road and WPA <br />Road to serve irrigation water to parcel no. 10932. <br />A previous non-exclusive irrigation franchise was approved to <br />allow an irrigation pipe under Upper Badger Pocket Road in the <br />same location being requested at this time. This previous franchise <br />was entered into with Dennis Jensen and recorded in 2003. This <br />2003 franchise allowed for placement of a pipe under Badger <br />Pocket Road to accommodate irrigation water. This previous <br />franchise was in effect for 15 years and expired in 2018. The <br />property owner would like to establish a new franchise for the <br />same purpose parcel no. 10932. The new franchise request <br />includes WPA Road, which was not included in the 2003 <br />franchise. The new franchise would also allow for a pipe to be <br />placed under WPA Road. <br />The Franchise Application is complete, and the appropriate <br />application fee has been collected. <br />INTERACTION: Public Works <br />RECOMMENDATION: Set a Public Hearing for June 4, 2024, at 2:00 pm and advertise <br />accordingly, to consider an Irrigation Franchise with Adam Jensen <br />along Upper Badger Pocket Road and WPA Road. <br />ATTACHMENTS: Notice of Public Hearing. <br />LEAD STAFF: Josh Fredrickson <br />Director of Public Works <br />
