KITTITAS COUNTY
Board of County Commissioners

AGENDA STAFF REPORT

AGENDA DATE: February 6th, 2024

ACTION REQUESTED: Request to Authorize Auditor Signature on Enterprise Fleet
Management Master Lease Agreement, Maintenance Agreement,
Insurance Addendum and Power of Attorney as it pertains to the
licensing of leased county vehicles.

BACKGROUND: The Auditors Office assembled a working group consisting of
Maintenance/Solid Waste, Events, Juvenile Probation, Misdemeanant
Probation, Coroner, Assessor, Treasurer, and the Commissioner’s
Office to analyze our current county fleet. Through extensive research
and analysis this group has decided it is in the best interest of the
county to contract with Enterprise Fleet Management to pilot the
concept of leased private vehicles from the vendor. We anticipate this
will result in greater utilization of our fleet, with safer and more
modern vehicles, while enabling better preventive maintenance and
fuel efficiency.

INTERACTION: The Auditors Office worked with Maintenance/Solid Waste, Events,
Juvenile Probation, Misdemeanant Probation, Coroner, Assessor,
Treasurer, and the Commissioner’s Office who are all participants and
will receive new vehicles through this effort. Additionally, the PAO
has reviewed all contracts.

RECOMMENDATION: Authorize Auditor Signature on the Enterprise Fleet Management
Master Lease Agreement, Maintenance Agreement, Insurance
Addendum and Power of Attorney as it pertains to the licensing of
leased county vehicles. Two more contracts will follow with a
pending ordinance change on February 20th that will enable EFM to
sell our currently owned vehicles in accordance with RCW 36.34.080.

HANDLING: Original – Clerk of the Board
Copy – Auditor
Copy – Prosecutor

ATTACHMENTS: Master Equity Lease Agreement - Government
Full Maintenance Agreement
Power of Attorney for License Admin
GP2U - Kittitas County - Self-Insurance Addendum (Equity PD and
Liability) - 12.2023
EFM Synopsis for Kittitas County 12.12.23
Year 1 Estimated Replacement Pricing
