SCOPE <br />Who does this policy apply to and under what circumstances? Who will be responsible for compliance of this policy? <br />This policy applies to all County departments/offices who pursue contracts and/or purchases. All <br />Department Heads and Elected Officials are responsible for ensuring their organizations are within <br />compliance. The policy is maintained with the Kittitas County Auditor’s Office. <br /> <br />Public Works procurement is consistent with RCW 36.32.245, RCW 36.32.250, RCW 36.32.253, RCW <br />36.32.256, RCW 36.32.270, Chapter 39.04 RCW, RCW 39.04.155, and any other relevant RCW. <br /> <br />If any section or portion of this Purchasing Policy conflicts with the RCW(s), the RCW(s) will take precedent. <br /> <br />2. PURPOSE/BACKGROUND <br />Why is this policy needed? What is the issue or opportunity this policy will address? How will this policy address the <br />issue/opportunity? <br />This policy is intended to bring consistency and common understanding of the County’s purchasing and <br />contracting procedures to ensure compliance with all applicable RCWs and best practices. It conveys the <br />Board of Kittitas County Commissioners approval and delegation of policies and procedures consistent with <br />the lawful purchasing of goods and services for Kittitas County. <br /> <br />Currently there are multiple resolutions which form county purchasing and contracting rules. Consolidating <br />those resolutions into a single document will help achieve uniformity in the process of purchasing and <br />preparing County contracts, related to purchases. <br /> <br /> <br /> <br />
