2022-12-15 MINUTES 1 <br /> <br />KITTITAS COUNTY <br />BUDGET MEETING MINUTES <br />BOCC CONFERENCE ROOM, 205 WEST 5TH ROOM 108 - ELLENSBURG <br /> <br /> <br />Thursday 1:30PM December 15, 2022 <br /> <br />Board members present: Cory Wright, Brett Wachsmith & Laura Osiadacz <br />Others: Brian Calrson, <br />1. Call to order: 1:00pm <br />2. Citizen Comments (1 min. time limit): None <br />3. Personnel request off-schedule salary/wage increases <br />Mr. Carlson discussed whether and how off-schedule salary and wage increases should be <br />brought to BOCC for consideration, and whether elected officials should have latitude to approve <br />such increases if they are within the limits of their adopted budgets. The group discussed the <br />ramifications of off-schedule increases, and acknowledged the impact to future-years’ budgets. <br />Mr. Carlson agreed to continue this discussion with both BOCC and management team en route <br />to revised budget policies. <br />4. 2023 Budget Process- Bocc review & feedback <br />The group discussed the concluded budget process and offered observations about how to <br />improve the processes going forward. <br />5. Fiancial Analysis - Personnel Trends <br />Mr. Carlson presented data regarding Countywide personnel trends, including costs, inflation <br />and COLAs, and how they relate to revenues. <br />6. Financial Analysis-Preliminary year end tax receipts <br />Mr. Carlson presented year-end estimates of revenues, noting that data reflect nine months of <br />sales tax receipts. <br />7.
