KITTITAS COUNTY <br />AIRPORT DEPARTMENT <br /> <br />CONSENT AGENDA DATE: August 1st, 2023 <br /> <br />TOPIC: CERB Grant Application <br /> <br />ACTION REQUESTED: Approve a resolution to allow application for a CERB <br />Grant <br /> <br /> <br /> <br />LEAD STAFF: <br />David D. Ohl <br /> <br />RECOMMENDATION: <br />Approve resolution to allow application for a CERB Grant. <br /> <br />BRIEFING SUMMARY: <br />- Bowers Field, working with JUB has developed a Market Feasability Study for <br />the airport land. <br />- The study will design a roadmap for the County and the BoCC to realize the <br />potential of the surrounding land at the airport, particularly in the business park. <br />- The feasibility study will cost $236,000, so applying for the CERB grant will aid <br />in offsetting the cost of the study. <br /> <br />BACKGROUND: <br />The airport director, working with JUB and their contracted economist have developed a <br />plan to execute a market feasibility study to outline the potential of economic <br />development on vacant airport property. The study will give the BoCC and the airport <br />director a executable plan to begin realizing the potential for business development and <br />further revenue at the airport. <br /> <br />DISCUSSION: <br />JUB has developed a scope of work showing what the market study will encompass. The <br />study will cost $236,000 so finding outside funding sources was essential. Applying for <br />the CERB grant could gain the airport up to $75,000 towards offsetting the cost of the <br />report. <br /> <br />The BoCC has already approved a 20% match at the Airport Study Session on June 12th, <br />2023. The market study will cover a topographic survey, public involvement, <br />economic/market feasibility, environmental review, conceptual site plan and <br />utility/infrastructure analysis. <br /> <br />The proposed resolution will allow for the airport director to submit a CERB application <br />to seek $75,000 towards the study to aid in the funding of the project.
