05/31/2023 MINUTES 1 <br />COMMISSIONERS' MINUTES <br />KITTITAS COUNTY, WASHINGTON <br />AUDITORIUM <br />SPECIAL MEETING <br /> <br />WEDNESDAY 10:30 A.M. MAY 31, 2023 <br /> <br />Board members present: Chairman Cory Wright; Vice-Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br /> <br />Others: Julie Kjorsvik, Clerk of the Board; Brian Carlson, Budget & <br />Finance Director; and 2 members of the public. <br /> <br />SPECIAL MEETING CDBG GENERAL PURPOSE COMMISSIONERS <br /> <br />At 10:30 a.m. Chairman Wright opened a Public Hearing to consider <br />the CDBG General Purpose Grant Applications. <br /> <br />Brian Carlson, Budget & Finance Director, reviewed the Washington <br />State Department of Commerce, General Purpose Grant Application <br />process including the deadlines which are fast approaching. He said <br />there had been meetings between the potential applicants, his Staff, <br />and the Department of Commerce, and although they are not ready to <br />submit their applications right now, by holding this Public Hearing, <br />it would satisfy those requirements for the next 18 months. He said <br />there’s no actionable item today, other than to hold the Public <br />Hearing. <br /> <br />David Sturgell, representing IOOF/landowner, provided information on <br />the status of their project for the development of land for <br />affordable housing development. He said the Department of Commerce <br />advised them that the funding is for a last gap for projects and to <br />not apply this year, but since it’s a General Purpose grant, they do <br />intend on applying for the 2025 fiscal year, towards the conclusion <br />of their project. He thanked the County for their help in <br />researching information on the grant process. Vince Konkler, <br />representing Water District #7, explained they would like to drill a <br />second well and the preliminary engineering has been completed. <br />Their funding agent estimates the project to be approximately 2.5 <br />million dollars, and that’s a large shortfall on the amount of funds <br />they can produce. on a water system plan and they would like to <br />drill a 2nd well. <br /> <br />THERE BEING NO PUBLIC IN ATTENDANCE REQUESTING TO TESTIFY, THE <br />PUBLIC TESTIMONY PORTION OF THE HEARING WAS CLOSED. <br /> <br />Chairman Wright said since there was no deliberation at this time <br />needed, he would close the Public Hearing, and consider any possible <br />merits on individual applications if they come forward. <br />
