COMMISSIONERS’ MINUTES <br />HR STUDY SESSION <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br /> <br />TUESDAY 10:00 AM 4/25/2023 <br /> <br />Board Members Present: Cory Wright, Brett Wachsmith, Laura Osiadacz <br />Others Present: Greg Zempel, Dan Carlson, Darren Higashiyama, Christopher Horner, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:00 AM. <br />CITIZEN COMMENTS (ONE MIN. TIME LIMIT) <br />None. <br />REQUEST TO APPROVE MOU BETWEEN KITTITAS COUNTY AND TEAMSTERS 760 (CORRECTIONS NON- <br />UNIFORMED) TO RECOGNIZE AND CLASSIFY EMERGENCY MANAGEMENT SPECIALIST <br />HR Director Killgore presented a Memorandum of Understanding (MOU) to the Board to recognize the new <br />position of Emergency Management Specialist within Teamsters 760 (Corrections Non-Uniformed). She noted <br />that this position was approved in the Sheriff’s 2023 budget. Commissioner Wachsmith moved to approve an <br />MOU between Kittitas County and Teamsters 760 to recognize and classify the Emergency Management <br />Specialist position. Commissioner Osiadacz seconded the motion. Motion was approved; 3:0. <br />EXECUTIVE SESSION – RCW 42.30.110(g) <br />To evaluate the qualifications of an applicant for public employment or to review the performance of a public <br />employee. However, subject to RCW 42.30.140(4), discussion by a governing body of salaries, wages, and <br />other conditions of employment to be generally applied within the agency shall occur in a meeting open to the <br />public, and when a governing body elects to take final action hiring, setting the salary of an individual <br />employee or class of employees, or discharging or disciplining an employee, that action shall be taken in a <br />meeting open to the public. <br />The Board entered executive session at 10:03 AM to discuss the performance of a public employee for an <br />anticipated length of 15 minutes. Anticipated action; direction to staff. The Board exited executive session at <br />10:18 AM. Direction to staff; offer six months of severance pay and benefits. <br />At 10:21 AM the Board entered executive session to discuss the performance of another public employee for <br />an anticipated length of five minutes. Anticipated action; none. At 10:26 AM the Board extended executive <br />session for an additional six minutes. The Board exited executive session at 10:32 AM with no action taken. <br />OTHER BUSINESS <br />Commissioner Osiadacz commented that the Board will be discussing the County’s noise ordinance at the <br />next Sheriff’s Study Session.
