COMMISSIONERS’ MINUTES <br />HR STUDY SESSION <br />KITTITAS COUNTY, WASHINGTON <br />BOCC CONFERENCE ROOM <br />REGULAR MEETING <br /> <br />TUESDAY 10:00 AM 4/11/2023 <br /> <br />Board Members Present: Cory Wright, Brett Wachsmith, Laura Osiadacz <br />Others Present: Greg Zempel, Dan Carlson, Elishia Harvill, Christopher Horner, Jeanne Killgore <br /> <br />CALL TO ORDER <br />The meeting was called to order at 10:01 AM. <br />CITIZEN COMMENTS (ONE MIN. TIME LIMIT) <br />None. <br />EXECUTIVE SESSION – RCW 42.30.110(g) <br />To evaluate the qualifications of an applicant for public employment or to review the performance of a public <br />employee. However, subject to RCW 42.30.140(4), discussion by a governing body of salaries, wages, and <br />other conditions of employment to be generally applied within the agency shall occur in a meeting open to the <br />public, and when a governing body elects to take final action hiring, setting the salary of an individual <br />employee or class of employees, or discharging or disciplining an employee, that action shall be taken in a <br />meeting open to the public. <br />The Board entered executive session at 10:02 AM to discuss the performance of a public employee for an <br />anticipated length of 10 minutes. Anticipated action; direction to staff. The Board exited executive session at <br />10:12 AM. Direction to staff; approve employee reclassification to Paralegal. <br />The Board entered executive session at 10:13 AM to discuss the qualifications of an applicant for public <br />employment for an anticipated length of five minutes. Direction to staff; none. At 10:18 AM the Board <br />extended executive session for an additional 10 minutes. The Board exited executive session at 10:28 AM <br />with no action taken. <br />At 10:28 AM the Board entered executive session to discuss the performance of another public employee for <br />an anticipated length of 10 minutes. Anticipated action; none. At 10:38 AM the Board extended executive <br />session for an additional five minutes. The Board exited executive session at 10:43 AM with no action taken. <br />DISCUSSION/DECISION – ELECTED OFFICIAL SALARY COMMITTEE <br />The Board discussed reactivating the Elected Official Salary Committee as well as tying wages to the Superior <br />Court Judge. They commented that the committee could likely meet several times over the summer to <br />develop a recommendation to the Board, with the Board having authority to make a final decision. <br />Commissioner Wright proposed waiting until 5/23/2023 to make any decisions, noting that prior to 5/23 <br />there would be discussions to consider a County Administrator. The Board agreed to pick the discussion back <br />up at the 5/23/2023 HR Study Session.
