KITTITAS COUNTY
BOARD OF COUNTY COMMISSIONERS
AGENDA STAFF REPORT

AGENDA DATE: April 18, 2023

ACTION REQUESTED: Approve a Resolution authorizing a temporary deviation from
the computer rotation procedure as defined in the Kittitas
County Technology Policy.

BACKGROUND: Section 3.4.8 of the Kittitas County Technology Policy provides
for the regular replacement of computers and monitors. Each
year, the Information and Technology Department spends
hundreds of hours rotating out and replacing eligible
equipment. The IT Department is currently navigating through a
staffing transition while also working on several required, high-
effort, high-priority projects.

INTERACTION: The Prosecutor’s office has approved the Resolution (CAMAS
#55465). The Budget and Finance Director as well as numerous
department heads and elected officials have indicated their
support of postponing the 2023 computer and monitor rotation.
The BOCC has also directed the IT Department to focus their
resources on the high-priority projects.

RECOMMENDATION: Approve a Resolution authorizing the postponement of the
2023 rotation until March of 2024 while also authorizing the IT
Director, or their designee, to occasionally replace eligible
equipment during the postponement if they determine that
equipment’s performance is disrupting county business.

HANDLING: 1 – Clerk of the Board
1 Electronic Copy – Doug Fessler and Zane Kinney

ATTACHMENTS: Resolution
Kittitas County Technology Policy 3 – Purchasing and Inventory
of Technology

LEAD STAFF: Doug Fessler, IT Director
Zane Kinney, Assistant IT Director
