KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />COMMISSIONERS' AUDITORIUM, 205 WEST 5th ROOM 109 <br />Regular Meeting <br />MONDAY 1:30 PM April 10, 2023 <br />Board members present: Chairman Cory Wright, Vice -Chairman Brett <br />Wachsmith and Commissioner Laura Osiadacz. <br />Others: Dan Carlson, Toni Berkshire, Zach Torrance -Smith, and <br />Jessica Miller, Community Development Services; Mark Cook, Josh <br />Fredrickson, and Rebecca Cruse, Public Works; Neil Caulkins, <br />Deputy Prosecutor; Zane Kinney and Jesse Potts, IT; Clay White <br />and Mark Daniel, watershed/LDC consultants; and two(2) members <br />of the public. <br />At 2:15 pm Chairman Wright opened the Community Development <br />Services Study Session. <br />CITIZEN COMMENTS (1 MIN. TIME LIMIT) <br />There were no citizen comments. <br />GIS PREDICTIVE MAPPING AND LAND CAPACITY ANALYSIS DISCUSSION <br />WITH PLANNING CONSULTANT <br />CDS Director Dan Carlson provided background for the two <br />projects and requested direction from the BoCC. Clay White, LDC <br />Consultant discussed possible goals around the GIS predictive <br />mapping project and the land capacity analysis for the county. <br />First possible step would be to find out where we are today with <br />what parts of the county are still buildable with a land <br />capacity analysis. Discussion regarding the impacts of planning <br />and not planning for the future occurred. Clay White stated that <br />with the next Comprehensive Plan Update a land capacity analysis <br />will be completed as part of it. The BoCC stated that they would <br />like to get the baseline of where we are today, this will help <br />identify where growth could or may happen and then build plans <br />around those with the predictive mapping. CDS Director Carlson <br />will work together with the consultant on the scope of work and <br />provide it at the next study session. <br />2023-4-10 MINUTES 1 <br />
