Ruby St., Suite 2, Ellensburg, WA 98926 <br />CDS@CO.KITTITAS.WA.US <br />Office (509) 962-7506 <br /> <br /> <br />“Building Partnerships – Building Communities” <br /> <br />BOCC AGENDA SESSION <br />STAFF REPORT <br /> <br />BOCC AGENDA SESSION DATE: December 20, 2022 <br /> <br />ACTION REQUESTED: BOCC Signature of mylar granting final approval for the Forest Ridge Ph. 5 Plat <br />(LPF-22-00007 & LP-08-00014) <br /> <br /> <br />BACKGROUND: The Forest Ridge Preliminary Plat was approved on December 28, 2010 through <br />Resolution 2010-137 (LP-08-00014). This proposal (Forest Ridge Ph. 5) is for <br />seventy-seven (77) lots and ten (10) open space tracts on eight (8) parcels (962331, <br />962332, 962334, 962335, 962337, 962338, 962152 and 962153). The subject <br />property is currently zoned Forest & Range but was zoned Rural 5 at the time of plat <br />submittal and this plat was done under a performance-based cluster plat that can be <br />seen in the 2008 zoning & subdivision codes. The original proposal had 9 phases but <br />that has been scaled back to 5. The property is located just northeast of the City of <br />Cle Elum with most of the lots off Forest Ridge Drive. It is in a portion of Section <br />24, Township 20, Range 15, WM in Kittitas County. <br /> <br />A final plat application was submitted by Skyline Ridge LLC, landowners, on <br />September 1, 2022 requesting final mylar approval for the Forest Ridge Ph. 5 plat. <br />Due to necessary changes, the final mylars were returned and then resubmitted on <br />October 20, 2022, November 23, 2022 and December 12, 2022. Staff has reviewed <br />the final mylar with supporting documentation and finds that it is consistent with the <br />preliminary approval documents for this phase. Additionally, final plat review has <br />been processed in conformance with Kittitas County Code Title 16. The mylar has <br />been reviewed by all reviewing departments, and all signatures are currently being <br />obtained. All departments except for Public Health have indicated that they will sign <br />the plat at the time of this writing. Public Health is verifying that the bond submitted <br />for a Class A Water System with the State Department of Health is sufficient before <br />signing the plat. <br /> <br />INTERACTION: Board of Commissioners, Community Development Services, Public Works, Public <br />Health, and Assessor’s Office <br /> <br />RECOMMENDATION: Signature of the BOCC Chair on the mylar for final plat approval of the Forest Ridge <br />Ph. 5 Plat (LP-08-00014 and LPF-22-00007). <br /> <br />HANDLING: Return signed mylar to staff for transmittal to owner and/or authorized agent for <br />Treasurer signature and recording. <br /> <br />ATTACHMENTS: Final mylar for the Forest Ridge Ph. 5 Plat (LP-08-00014 and LPF-22-00007).
