KITTITAS COUNTY <br />CDS STUDY SESSION MINUTES <br />BOCC CONFERENCE ROOM, WEBEX <br />Regular Meeting <br />MONDAY 1:30 PM September 12, 2022 <br />Board members present: Chair Laura Osiadacz and Vice -Chairman <br />Cory Wright. <br />Others: Dan Carlson, Jeremy Larson, Toni Berkshire, Jeremiah <br />Cromie, Steph Mifflin, and Jessica Miller Community Development <br />Services; Mark Cook, Josh Fredrickson, and Rebecca Cruse, Public <br />Works; Darren Higashiyama and Chris Whitsett, Sheriff's Office, <br />and two (2) members of the public. <br />At 1:30 pm Chair Osiadacz opened the Community Development <br />Services Study Session. <br />CITIZEN COMMENTS (1 MIN. TIME LIMIT) <br />Frank Stanford - Citizen - Commented his concerns regarding the <br />Noise Ordinance and requested for it to be updated to help with <br />consistent dog barking that affects him and his family. <br />NOISE ORDINANANCE RECOMMENDATION <br />CDS DIRECTOR DAN CARLSON shared that this topic is one that the <br />BoCC asked the Planning Commission to review and make <br />recommendations regarding potential changes. The noise ordinance <br />contains an exception for commercial kennels, veterinarians, <br />animal shelters, pet shops and those type of animal <br />establishments and some of those uses are allowed as permitted <br />uses in some of our residential zoning districts. The result of <br />this is that in those areas you have a usage permitted outright <br />and does not get any kind of land use review and it has this <br />potential impact of noise that can't be regulated through the <br />noise ordinance. The Planning Commission recommended that the <br />exception number 20 for those animal establishments be deleted. <br />This would mean that even though they are permitted in these <br />residential districts, they are still subject to the noise <br />control ordinance. The Planning Commission did observe that the <br />standards in the ordinance are a little bit subjective and <br />2022-9-12 MINUTES 1 <br />
