Kittitas County <br />Solid Waste <br /> <br />Agenda Staff Report <br /> <br />AGENDA DATE: <br />8/2/2022 <br /> <br />ACTION REQUESTED: <br />Request Boards approval for the Solid Waste Directors Signature on the Latecomer agreement for <br />reimbursement under water and sewer facilities Act Chapter RCW 35.91. and the bill of sale for the water <br />and sewer utilities. <br /> <br />BACKGROUND: <br />Kittitas County Solid Waste applied for a short plat for the development of the new county solid waste <br />transfer station. On May 13, 2021 the City approved the two lot short plat. As part of the process the Solid <br />Waste Department was required to install utilities to the short plat to City of Ellensburg requirements. These <br />requirement included upsizing the water and sewer lines for future development in the area. <br /> <br />This Latecomer agreement provides for cost recovery for the Solid Waste Department for the water and <br />sewer lines at a price per front footage set by the City of Ellensburg for future serve area <br /> <br />In addition the City of Ellensburg will be reimbursing the Solid Waste Department for the the oversizing of <br />the utilities which benefits the City of Ellensburg water and sewer utility. <br /> <br />INTERACTION: <br />City of Ellensburg, Prosecutors office. <br /> <br />RECOMMENDATION: <br />Recommend Board of County Commissioners approval for the Director of Solid Waste to sign the <br />Latecomer agreement and the bill of sale for the water and sewer utilities. <br /> <br />HANDLING: <br /> <br /> <br />LEAD STAFF: <br />Patti Stacey <br />
